Description of Work

The N.C. Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state’s aviation authority, the division manages state and federal airport infrastructure development grant projects, in collaboration with local government owners of the state’s 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation workforce development and flight services for state agencies. The Program Analyst II, Planning & Environmental Program Analyst, reports to the Planning and Environmental Program Manager in the Programs and Planning section, who manages planning and environmental requirements for aviation projects in the state. That includes projects related to developing infrastructure for the state’s public airport system and, increasingly, planning for and overseeing infrastructure development related to integrating advanced air mobility, sustainable fuels and electrification statewide. The Planning & Environmental Program Analyst:

  • Develops program guidance, standards and best practices.

  • Provides technical assistance in the planning and environmental program areas to internal partners in the Division and other NCDOT business units, as well as external partners and stakeholders at the federal, state and local level.

  • Leads or aids project delivery activities affecting planning and environmental program areas.

  • Leads or aids public outreach efforts.

  • Reviews engineering plans and scoping documents.

  • Completes technical reviews and oversight of project documents, including planning analyses and environmental documentation.

  • Supports oversight of the division’s cooperative agreement with U.S. Department of Agriculture to provide wildlife hazard mitigation program training, assessment and emergency response for the state’s public airports.

  • Evaluates designs and proposals submitted by private engineering firms for compliance and best practices.

  • Leads or aids in the preparation of special studies conducted by the state that affect planning and environmental program areas.

The position may be responsible for responding to urgent requests from internal and external partners.

This position, as every division staff position, participates in strategic and annual work planning process to envision and advance the division’s vision and goals. The position collects data on program outcomes and performance and reports progress and outcomes to leadership.

The position supports division outreach, providing data and reviewing reports and briefing documents, serves on panels and makes presentations, as requested, to advance the mission’s vision and goals.

Salary Range - $62,739-$109,794

  • Knowledge and understanding of best practices in planning and environmental program areas, including federal and state laws and regulations related to transportation planning and the National Environmental Policy Act (NEPA), and the ability to analyze and apply planning techniques to multimodal transportation.

  • Experience serving as a technical advisor on transportation planning and NEPA/SEPA matters and maintaining good working relationships with internal NCDOT partners and external agency partners at the federal, state, and local levels.

  • Demonstrated ability to represent the Division at meetings with internal and external stakeholders and give public presentations on behalf of the work of the Division.

  • Demonstrated ability to work effectively as an individual contributor and member of a team, lead small projects, programs or work activities in planning and environmental program areas.

  • Experience working with GIS software programs.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of; assignment, or an equivalent combination of training and experience.
