Kaiser Permanente Manager Diagnostic Imaging-NI in Wailuku, Hawaii

Job Summary:

Plans, directs, and supervises all staff and activities of Diagnostic Imaging (DI) department at neighbor island clinics. Directs radiographic quality control, technical quality and in-service training programs. Maintains responsibility for neighbor island imaging records and files. Maintains smooth flow of films, requisitions, and jackets through entire process. Oversees correct usage of PACS and automated systems in imaging records, reception and transcription sections. Supervises releasing of imaging records outside of organization. Oversees capture of charges for non-plan and plan members and integration of charge capture. Serves as departmental liaison for clients at neighbor island clinics to assure quality service as well as harmonious working relationships. Assists DI leadership with business analyst support. Promotes high service standards for all staff. Develops improved methods of operation and personnel utilization. Serves as role model. Supervises assigned staff.

Essential Responsibilities:

  • Monitors and evaluates workload via gathering, computing, compiling data and statistics. Assists in budget process. Prepares neighbor island capital requests, payroll and non-payroll budgets. Recommends future staffing needs and adjustments.

  • Validates operational practices are compliant. Researches and resolves all compliance or Unusual Occurrences Reports (UOR). Makes necessary adjustments.

  • Partners with DI leadership and lead technologist to develop focused competencies. Ensures competency of all staff has been validated and properly documented by a qualified observer.

  • Assists with gathering data consistent with departments quality assurance program. Oversees implementation of any actions resulting from research. Promotes and maintains inter-departmental collaborative environment. Maintains self-educational growth.

  • Ensures adequate supply and prudent use of inventory. Partners with DI Engineers to ensure preventive and emergency maintenance and repair on department equipment are sustained. Verifies local PACS, RIS and other DI workstations are working properly and staff are using system tools as indicated by policy.

  • Assist regional DI leadership with business analyst support for capital business cases and facility projects.

  • Partners with regional DI leadership in providing data analysis and reporting for operational benchmarking, decision support and strategic panning.

  • Maintains safe, clinically-effective department equipment. Coordinates and monitors in-house and contracted preventative maintenance and repair on all departmental equipment. Records all services performed and costs incurred by equipment type and manufacturer. Trouble shoots minor equipment service problems. Recommends new equipment acquisitions or modification of existing equipment.

  • Plans, coordinates, directs and supervises effective Quality control programs. Verifies proper monitoring of processors in department and all MQSA standards are being sustained.

  • Determines with medical staff input most appropriate practices to be used in department. Assures alignment with regional DI standards. Directs technical aspects of department with particular attention to imaging quality.

  • Monitors patient and personnel radiation protection methods. Assures radiation protection measures are employed during patient exposure and staff adhere to proper radiation protection measures. Reviews and maintains radiation reports. Inspects department on regular, recurring basis for any electrical or mechanical safety hazards. Reports finding to DI leadership.

  • Ensures patients are scheduled promptly and accurately in compliance with departmental guidelines and standards. Conducts departmental rounds to assess quality of patient care rendered and general staff performance. Advises and guides staff to expedite efficient flow of patients consistent with provision of quality care. Emphasizes and promotes personalized and individualized patient care atmosphere. Assures safety and comfort of patients. Maintains patient preparation information and protocol. Provides for changes and updates.

  • Coordinates and directs film file activities. Maintains current files. Scans films into PACS per protocol, guarantees prompt on-site file retrieval. Monitors and assures loaned files are tracked and returned in timely manner. Coordinates annual purging activities. Arranges shipment of purged film. Coordinates file room consolidation. Assures proper and complete gathering of subpoenaed imaging records and image files.

  • Coordinates with business office supervisor shared activities.

  • Resolves all customer service complaints and takes necessary steps to correct operational deficiencies. Handles member complaints/dissatisfaction. Represents section at clinic/regional meetings.

  • Manages payroll and/or non-payroll budget. Monitors expenditures. Ensures compliance with budget; Promotes effective use of resources.

  • Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.

  • Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.

    Basic Qualifications:

    Experience

  • Minimum five (5) years of program development and administration experience in managed healthcare setting.

  • Minimum two (2) years of supervisory/lead or project management experience.

    Education

  • Bachelors degree in business administration, healthcare administration, radiology, or related field OR four (4) years of experience in a directly related field.

    Additional Requirements:

  • Demonstrated knowledge of radiology operations.

  • Demonstrated knowledge of relevant regulatory and compliance requirements.

  • Demonstrated knowledge of and skill in decision making, customer service, influence, oral communication, written communication, problem solving, quality management, results orientation, systems thinking, team building, and teamwork.

  • Demonstrated knowledge of and skill in word processing, spreadsheet, and database PC applications.

    Preferred Qualifications:

  • ARRT Registry and minimum five (5) years experience as MRI technician.

  • Masters degree in business administration, healthcare administration, or related field.
