The City of Waco has retained Mackenzie Eason & Associates to help recruit a Source Watershed Administrator to lead the development, plan, and manage the comprehensive watershed protection program that encompasses the North Bosque Watershed, part of the Brazos Basin, and the additional source waters of Lake Waco, which include North Bosque River, Middle Bosque River, South Bosque River, Brazos River, and Hogg Creek. This is a new role due to the larger area included in the source water protection and the changing environment, which has caused the City to be more proactive in developing and administering a more complete and larger Waters Source Protection Plan. The Administrator will work with the Texas Dairy Association, Bosque River Coalition, Texas Commission on Environmental Quality, Brazos River Authority, local elected officials, citizens, property owners and other stakeholders.

    The Opportunity

    The Source Watershed Administrator will work with the Director of Water Utilities, Lisa Tyer, to oversee, d evelop, and implement a comprehensive Source Water Protection Plan for the larger Waco area. 

    The Source Watershed Administrator is responsible for overseeing the protection, management, and restoration of source watersheds that provide critical drinking water supplies. This role involves coordinating with various stakeholders, developing and implementing watershed management plans, ensuring compliance with environmental regulations, and leading initiatives to maintain and enhance water quality. The Source Watershed Administrator will also monitor and analyze watershed health, manage data, and educate the community and stakeholders about the importance of source water protection.

The Ideal Candidate The ideal candidate will have a background as a water professional, a biologist, in environmental sciences, a hydrologist, a project manager, a regulatory professional, or an agronomist. The candidate is preferred to have experience in water quality, source water protection, or watershed protection.

    The successful applicant will be adept at crafting and implementing a comprehensive Source Water Protection Plan for the Bosque Watershed and strategies that promote the protection of the water system. This role demands a leader who is committed to navigating the complexities of a dynamic environment of a growing mid-sized city with rural surrounding counties. The individual will have the knowledge and background in water to provide solutions and the personality to work with the various stakeholders to ensure future water quality.

    Education:

  • Bachelor’s degree in Environmental Science, Hydrology, Natural Resources Management, or a related field. A Master’s degree is preferred.

    Experience:

  • Minimum of 2 years of experience in watershed management, environmental planning, or a related field preferred.

  • Experience in project management, stakeholder engagement, and environmental compliance.

  • Experience with GIS and data analysis is highly desirable.

  • Compensation: The hiring salary range is $100,207 to $152,449, along with an excellent benefits package. 

    Job Summary

The Source Watershed Administrator will also monitor and analyze watershed health, manage data, and educate the community and stakeholders about the importance of source water protection.

    Essential Functions

  • Watershed Management:

  • Develop and implement comprehensive watershed management plans to protect source water quality.

  • Monitor and assess watershed health, including water quality, habitat conditions, and land use practices.

  • Identify and prioritize restoration and conservation projects within the watershed.

  • Serves as the principal advisor on technical source water quality issues, including economic development initiatives related to source water; provides leadership, direction, and guidance on operational strategies and priorities

  • Makes technical estimates of a specialized nature in connection with projects, contracts, and regulatory issues; interprets concerns, defines desired results, develops solutions, and determines scope and priorities of programs and special projects.

  • Stakeholder Coordination:

  • Collaborate with local, state, and federal agencies, non-profit organizations, landowners, and other stakeholders to promote watershed protection and sustainable land use practices.

  • Facilitate watershed councils, advisory committees, and public meetings to engage stakeholders in watershed management efforts.

  • Regulatory Compliance:

  • Ensure compliance with environmental regulations related to water quality, stormwater management, and watershed protection.

  • Monitor permits and regulatory requirements, and coordinate with regulatory agencies as needed.

  • Data Management and Reporting:

  • Collect, manage, and analyze data related to watershed health, water quality, and land use.

  • Prepare technical and analytical reports, grant applications, and other documentation to support watershed management initiatives.

  • Use GIS and other tools to map and analyze watershed characteristics.

  • Education and Outreach:

  • Develop and deliver educational programs and materials to inform the public and stakeholders about the importance of source water protection.

  • Promote community involvement in watershed stewardship activities, such as tree planting, clean-up events, and monitoring programs.

  • Assures effective communication of Watershed Protection issues; interprets and explains federal and state rules, regulations, City codes, and ordinances; coordinates strategies to integrate projects and services with federal, state, and regional organizations and City departments.

  • Project Management:

  • Lead and manage projects related to watershed protection, restoration, and improvement.

  • Develop project budgets, timelines, and work plans and ensure projects are completed on time and within budget.

  • Management

  • Works with the Department Director, plans, directs, reviews, and evaluates the staff and functions of the Watershed Protection Division through effective planning, staff management, and resource allocation.

  • May be required to respond after-hours, including holidays and weekends, in the event of a departmental or City-wide emergency

  • Analyzes Watershed Protection financial and resource information; develops and manages budgets; evaluates budget requests, monitors budget expenditures, adjusts as necessary, and reports budget information.

    Knowledge, Abilities and Skills:

    Knowledge of:

  • Strong understanding of watershed ecology, hydrology, and water quality management.

  • Considerable knowledge of water resource planning, source water collection, management, and treatment with an understanding of applicable water quality regulations and Texas water law

  • Fundamentals of water quality and drainage.

  • Considerable knowledge of watershed management, ecosystems, agriculture production, including poultry and cattle, and the potential impacts on water quality

  • Fundamental knowledge of Federal and state codes and regulations related to water quality, including the Safe Drinking Water Act and Clean Water Act rules and regulations

  • Considerable knowledge of best management practices to protect water quality

  • Good knowledge of GIS and other mapping systems

    Ability to:

  • Analyze and interpret water quality parameters, communicating with multiple varied audiences

  • Independently plan, organize, and prioritize work assignments

  • Develop and deliver effective presentations for a wide range of watershed management topics

  • Maintain accurate and detailed records

  • Lead multiple projects of varying complexity

  • Develop and present written and verbal reports

  • Formulate short- and long-range plans necessary to accomplish departmental goals

  • Utilize the highest level of interpersonal skills to understand, select, develop, and motivate internal and external customers.

  • Administer a program budget coordinating with the Department’s  Administrative Services Manager
