Salary Range: $66,650 - $70,000

Under direct supervision provides oversight for the operation of the Collaboration Programs (i.e.: Early Head Start, Head Start, CA State Preschool Program, local related funding) in accordance with federal and state standards. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Guides the planning, implementation, and administration of the Early Head Start, Head Start and CA State Preschool Program collaboration programs and sites in a center-based setting. Maintains legal and regulatory compliance by researching and communicating requirements; regularly reviews and researches regulatory updates by reviewing federal, state, and local bulletins, and other sources of information; keeps Partner Manager and other departments abreast of requirements to ensure collaboration program requirements are current and in compliance. Assists in the organizing, supervision, and evaluation of the collaboration program, sites, and activities; engages in the ongoing assessment of the quality of services provided; ensures the proper development and monitoring of Early Head Start, Head Start and CA State collaboration services; engages in the ongoing assessment of the quality of services provided; conducts on-going evaluations of collaboration services for compliance and quality. Conducts onsite visits to collaboration programs and sites to maintain communication with staff, program managers/directors, provide support, guidance, and to ensure collaboration compliance. Works with collaboration programs and sites (i.e. teaching staff and management) to support comprehensive services delivery and to ensure the quality and retention of family and children’s services. Prepares reports by collecting, analyzing, and summarizing information; submits all required federal, state, and local reports and administrative forms accurately and in a timely manner .

  • Develops, implements and maintains program operation policies and procedures ; e stablishes and maintains regular, effective and two-way communication with families, policy groups, staff, and community collaborators ; m eets with staff and parents in formal and informal ways as needed . Maintains ongoing communication with the Partner Manager and staff to support program implementation and compliance; coordinates program activities with staff in other content areas and in other community agencies; m eets with other program managers individually and as a team to create effective and collaborative program implementation. Develops strong working relationships with community agencies that provide complimentary services to families and children; integrates the use of community education resources

  • Ensures that all program environments are developmentally appropriate and maintained in a safe, healthy, clean, well-arranged and orderly manner . Conducts parent and staff workshops and discussion groups on child growth and development and parent engagement. Serves as a conduit between MAAC and collaboration programs related to contractual requirements; monitors collaborated operated programs and sites for compliance with regulatory and statutory standards including Head Start Performance Standards, CA State Title 5 and 22, and all other community care licensing requirements. Participates in developing, implementing and evaluating work programs, plans, processes, systems and procedures to achieve MAAC, CA State, and Head Start goals, objectives and performance measures consistent with division quality and service expectations.

  • Maintains professional and technical knowledge by attending educational workshops, trainings, meetings, conferences; attends Policy Council, Center Committee, administration and management meetings, in-service training and/or workshops as assigned and/or when requested; requires attendance at some evening/weekend meetings and may include local, state, and national travel.

  • Provides day-to-day leadership and works with staff to ensure a high performance, childcare environment which supports achieving Head Start and CA State educational objectives and family service expectations. P lans, organizes, coordinates and supervises the work of designated staff assigned and/or associated with the project/program; w orks with assigned and subordinate staff to develop, implement and monitor service areas to achieve assigned goals, objectives, and educational outcomes. Provides leadership and participates in programs and activities that promote effective parent involvement and a positive employee relations environment. Facilitates and/or coordinates ongoing staff training and development related to area of expertise, including on-site consultation, coaching, and mentoring to other staff; a ssists staff in determining their unique strengths and needs using observations, peer mentoring, parent feedback, and MAAC’s yearly evaluation procedure. In conjunction with staff, develops individualized plans for professional/career development that includes workshops, trainings, supervision, coursework, advising and mentoring strategies Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; subject to management concurrence, takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with MAAC’s human resources policies and procedures, applicable Head Start and state regulations and labor contract provisions.   

  • Performs other related duties as assigned .    

    QUALIFICATIONS AND SKILLS

    EDUCATION/EXPERIENCE/CERTIFICATION

  • Bachelor’s degree in Early Childhood Education, Child Development, or a closely related field with an emphasis in Child Development. 

  • Three (3) years of increasingly responsible experience performing work in State and/or Federal regulated Child Development Programs and experience working directly with families of children ages birth to 5 years of age.

  • Valid California Child Development Site Supervisor Permit or Program Director Permit within 6 months of employment.

  • Valid CPR and First Aid must be obtained within six (6) months of hire and maintained throughout employment. 

  • Knowledge of Classroom Assessment Scoring System (CLASS) and Desired Results Developmental Profile (DRDP) assessment are highly desirable.

  • Bilingual (English/Spanish) speaking, reading, and writing preferred.

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

Physical Demands

While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. An employee also is regularly required to stoop, kneel, bend, crouch or crawl, climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work.

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
