DESCRIPTIVE STATEMENT:

The Wastewater Utility Worker is a non-exempt position under direct supervision of the Wastewater Collection Supervisor. The Wastewater Utility Worker receives training to develop the knowledge, skills, and abilities to perform a variety of unskilled and semi-skilled manual labor duties and tasks supporting the Wastewater Collection division. Duties and tasks include assisting with the cleaning, maintenance, and repair of sanitary sewers, storm sewers, manholes, drains, and catch basins. Employees in this classification are expected to advance through the Colorado wastewater collection certification program to attain the Colorado Class 4 Collection Operator certification.

SALARY RANGE/CAREER ADVANCEMENT:

Candidates will be hired at the level determined by their Collection Operator Certification. Advancement is dependent on candidates’ ability to progress to higher certification levels. Additionally, step increases within each listed range occur on a yearly basis.

DUTIES & RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

  • Assists in the repair, maintenance and installation/construction of sanitary sewer lines, storm sewers, catch basins, manholes, and other related components of the sanitary sewer system

  • Assists in the cleaning and flushing of sanitary sewers, and manholes

  • Assists with the set-up and operation of the television truck and components

  • Assists in the operation and maintenance of lift stations for the sewer system

  • Digs ditches, loads, and unloads dirt, sand, gravel, and sludge, raises and lowers manhole rings and lids

  • Operates light to heavy duty trucks and dump trucks for the purpose of transporting workers, tools, materials, equipment, refuse, etc.

  • Loads and unloads materials, supplies, and equipment which frequently weigh 50 pounds or more

  • Rakes asphalt and breaks pavement

  • Uses picks, shovels, jackhammers, tampers, air compressors, generators, and other common labor tools

  • Uses fresh air blowers, gas monitoring equipment, and other related equipment used in permit-required confined space entry

  • Makes daily equipment checks and may make minor repairs on equipment

  • Performs housekeeping duties when assigned

IMPORTANT FUNCTIONS:

  • May perform duties of similar classifications of an equal or lower pay grade as required

  • May work with irate citizens in stressful situations

  • Will be required to enter data into a computer using Microsoft Office products or similar programs

  • WW Utility Worker IV will be assigned as the crew leader, as needed

  • Performs other duties as assigned

PHYSICAL REQUIREMENTS:

This position requires moderate to heavy physical work which must be performed with or without accommodations including:

  • Proper lifting of up to 50 pounds is an essential function of this position

  • Requires good hearing to communicate with other staff members, hear audible alarms, and listen to equipment to detect possible problems

  • The incumbent must be able to perform a full range of body movements and manual dexterity to inspect, maintain, and repair equipment including sanitary sewer lines, and manholes; cleaning and flushing of sanitary and storm sewers, manholes, and catch basins; perform data entry work on a computer; drive City vehicles and perform other essential functions

KNOWLEDGE, SKILLS & ABILITIES:

The Wastewater Utility Worker shall possess the following knowledge, skills, and abilities:

  • Knowledge of basic hand tools to perform repairs on equipment

  • Skill and ability to handle and use pick, shovel, jackhammer, tamper, air compressor, generator, various pumps, and other common labor tools

  • Ability to lift and carry equipment and supplies frequently weighing 50 pounds or more

  • Ability to operate single and dual axle (light to heavy duty) trucks

  • Skill to make minor repairs on trucks, motors, and related equipment and perform preventative maintenance, checks, and services on equipment

  • Knowledge of traffic and safety regulations

  • Ability to follow and obey safety procedures and rules including those pertaining to confined space areas

  • Ability to understand and perform mathematical calculations related to wastewater including algebra-level math to calculate areas, volumes, flow rates, and loading rates

  • Skill to perform data entry at moderate speeds, use a computerized system to query for information, and to collect and enter gathered data

  • Skill to operate a computer using Microsoft Office products

  • Ability to work successfully with and provide good customer service to supervisors, other City employees, the public, and other agencies

  • Ability to perform all job duties in a safe manner

MINIMUM QUALIFICATIONS:

In addition to the knowledge, skills and abilities listed above, the position requires:

  • A high school diploma or GED

  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment

  • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification

  • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

  • A minimum of one (1) year verifiable experience operating a computer using Microsoft Office products (equivalent combination of education and experience may be considered)

  • A minimum of six (6) months verifiable experience performing algebra-level mathematical calculations (equivalent combination of education and experience may be considered)

A valid Class 1, 2, 3 or 4 Wastewater Collection Operator Certification or higher certification from the Colorado Water and Wastewater Facility Operator’s Certification Board or equivalent wastewater treatment certification from another state and a valid, unrestricted Class “A” Colorado Commercial Driver’s License (CDL) or equivalent commercial driver’s license from another state are preferred.

In addition to meeting the minimum qualifications at the time of application, within six months of appointment the employee must:

  • Upgrade and convert the Colorado driver’s license to a Colorado Commercial Class “A” Driver’s License

  • Obtain a valid Class 1 Wastewater Collection Operator Certification from the Colorado Water and Wastewater Facility Operator’s Certification Board, unless currently certified.

    SPECIAL CONDITIONS OF EMPLOYMENT:

This position will be exposed to noise, moving parts or equipment, heights, dangerous chemicals, disease, damp areas, foul odors, cramped working places, severe weather conditions, and heavy lifting. The individual will be required to work evenings, weekends, and holidays. Overtime and step-up will be required as assigned. Employee will be on-call on holidays, weekends, and nights on a rotating basis.

If the employee possesses a commercial driver’s license from another state, the employee must obtain a Class “A” Colorado Commercial Driver’s License within 90 days of appointment. If the employee possesses a wastewater collection certification from another state, the employee must obtain through reciprocity a valid Class 1 Wastewater Collection Operator Certification or higher certification from the Colorado Water and Wastewater Facility Operator’s Certification Board within 120 days of appointment.

All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
