The Utilities Administration Manager performs responsible, managerial work directing and managing the professional work, resources and operations of all fiscal and administrative personnel within the Utilities Department; as well as administering the federal DOT drug and alcohol program. Normally completes work with substantial discretion and within broad parameters. Reports to the Deputy Director of Utilities.
The preferred hiring amount for this position is between $89,525.06 - $112,143.28 Annually . Starting offer is based on applicable education, experience, and internal equity. The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Essential Responsibilities and Duties
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Manages business and administrative support activities, including but not limited to budget, human resources management, and procurement and contract administration.
Supervises, coaches, trains, motivates, assigns work, and evaluates the performance of assigned staff; interviews, selects, and administers disciplinary action to subordinate employees in accordance with established personnel policy and procedures. Establishing professional standards for work quality, quantity, performance, and accountability.
Assists department staff with personnel matters.
Develops, updates, and manages the city-wide federally regulated Department of Transportation (DOT) drug and alcohol testing compliance program across multiple City departments. Includes maintaining employee testing pool, coordinating monthly testing, monitoring collection sites, testing labs, Medical Review Officer, and Substance Abuse Professional services for compliance with federal regulations, updating policy handbook to reflect regulatory changes, and monitoring federal regulatory changes that may affect implementation of program.
Compiles, completes, and authorizes Pipeline Hazardous Materials Safety Administration (PHMSA) and Federal Motor Carrier Safety Administration (FMCSA) annual MIS drug and alcohol testing reports. Prepares, provides, and presents information in response to program audits conducted by federal agencies.
Coordinates and/or assists with the hiring processes, pre-employment screenings, and with the onboarding of new departmental employees. Accurately and timely submits personnel transactions.
Oversees and approves preparation of payroll processing and time administration.
Assists with preparing and managing departmental budget and state/federal funded projects, utilizing applicable software.
Develops, monitors, and analyzes department-wide operating, capital and grant budgets.
Provides financial management of long-term, large-scale, high-priority programs/projects that are multi-disciplinary and involve multiple divisions or departments.
Identifies organizational problems, evaluates possible solutions, and selects and implements the most advantageous course of action.
Interfaces with City staff departments, such as Human Resources, Finance, Procurement, Information Technology, etc. for seamless collaboration.
Assists in the development and revision of policies and procedures ensuring compliance with laws and regulations.
Represents department on committees, task forces, and projects to develop new programs, policies and/or systems, or to evaluate existing ones. May serve as a member on the department management team.
Monitors and maintains ongoing changes, and regularly runs applicable reports utilizing various department software for review and/or submission to internal or external stakeholders.
Prepares for, writes, and finalizes reports and presents to various internal and external stakeholders regarding area of expertise and responsibility.
Provides consultation and guidance on strategic planning organizational development and redesign projects, and other matters of significance.
Responsible for appropriate use and maintenance of City equipment, tools, and other resources, including work time.

Education, Experience and Skills
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
- Bachelor’s degree in business administration, public administration, human resources, budgeting and financial management, or related field, AND 5 years of experience in human resources, finance or budget, including at least 2 years of experience handling DOT drug and alcohol testing and supervisory/personnel management experience.
OR
- Associate degree in business administration, public administration, human resources, budgeting and financial management, or related field, AND 7 years of experience in human resources, finance or budget, including at least 2 years of experience handling DOT drug and alcohol testing and supervisory/personnel management experience.
OR
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Preferred:
- Master’s degree in a related field.
Certifications/Licenses/Other Requirements:
Required to successfully pass a pre-employment background check and pre-employment drug screen.

There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.
Pension:
Choose from two options:
A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
