Job Description

PLEASE NOTE: THIS JOB OPENING/POSITION(S) ARE WITHIN METRO's INTEGRATED COMMUNICATIONS AND COMMAND CENTER, NOT WITHIN THE OFFICE OF BUS TRANSPORTATION.

Marketing Statement :

The Metro Integrated Command & Communications Center is looking for transit professionals to join our team in the role of Transit Assistant Superintendent. This position is critical to the 365/24/7 operation of the Command & Communications Center where the incumbent in this role will primarily operate in the field, throughout the Metrorail system and Metrobus service area, as needed. These individuals will be a management representative, with primary responsibility to oversee the activity of Operations field staff, coach, and redirect staff, as needed, and report on their staff interactions and observations . While on duty, Transit Field Assistant Superintendents will report directly to the Assistant Director. In summary, the responsibilities of Transit Assistant Superintendent include, but are not limited to:

• Providing leadership of supervisory staff and oversight of all Operations staff performance in the field.

• Responding to incidents and, once a supervisor is on scene, overseeing the customer experience, supervising staff making announcements and giving directions, and reporting on crowding and operational conditions.

• Overseeing operations during special events on site, ranging from sporting events and concerts to Fourth of July, Cherry Blossom season, and Presidential Inauguration

• Submitting shift reports.

• Supporting management of non-standard operational conditions, such as inclement weather and station closures.

Individuals in this role, will be required to work nights, weekends, and holidays as part of a team of leaders.

Minimum Qualifications:

Education

• Graduation from high school or possession of a high school equivalency certificate (GED).

Experience

• A minimum of six (6) years as a bus or fleet operations administrator responsible for planning, coordinating or supporting major bus/fleet operations functions.

Certification/Licensure

• Commercial Driver’s License (CDL)

Preferred

• Graduation from an accredited college or university with a Bachelor’s degree in Transportation, Business Administration.

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary:

The Assistant Superintendent, Transit Field Operations is responsible for managing the safe, day-to-day delivery of bus service and field operations for the Metrobus system. The incumbent resolves operational problems which may cause delays in service; monitors the completion of daily tasks of subordinates and responds to emergency situations or activities. The incumbent coordinates field activities with the jurisdictional departments of Public Works and Police regarding special events, demonstrations, or any activity that might affect the Authority’s delivery of public transit services in the Washington Metropolitan Area.

Essential Functions:

• Assists in the overall day-to-day management of bus transit field operations by monitoring bus service, ensuring effective and consistent operating practices; developing and monitoring schedules; and participating in work plan development and staff assignments. Monitors service and drivers throughout the day; adjusts shifts and staffing as necessary, and ensures driver adherence to department and federal rules. Coordinates responses to and/or addresses passenger service complaints and emergencies. Collects, compiles and analyzes data, and prepares accident and on-time performance reports.

• Reviews various reports completed by supervisors, including accidents, incidents, citations and memos to ensure neatness, legibility, and timely preparation for submission.

• Manages subordinate supervisory staff in accordance with department established priorities and expectations. Conducts staff meetings to provide information to subordinates regarding operational changes and requirements.

• Participates in the selection of staff, establishes and reviews employee performance standards and conducts performance evaluations with supervisory staff. Develops performance improvement plans and administers disciplinary actions when appropriate. Conducts investigations and participates in grievance hearings.

• Provides program, policy, and procedure review training related to transportation functions including, but not limited to: Standard Operating Procedures (SOP) protocols, critical thinking and decision-making, supervisor refresher training, and drug and alcohol compliance.

Other Functions:

• Serves as liaison between Department of Bus Services (BUSV) and Rail Operations Control Center (ROCC) during emergency situations to implement strategies to mitigate transit service disruptions. Partners with local jurisdictions and internal business partners to establish bus bridges and selected detours and route changes when required.

• Assists in developing, interpreting and enforcing both Metrobus Transit Field and Bus Operations Communication Center (BOCC) operations’ practices/procedures, policies, programs and regulations related to Authority safety policies, programs and regulations applicable to.
