GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Senior HVAC Specialist in Cheyenne, Wyoming. This position ensures the efficient and cost-effective operation of heating, ventilating, air conditioning, and refrigeration systems throughout over 400,000 square feet of occupied space in the WYDOT headquarters complex and satellite sites.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • This position performs all the duties of the HVAC Specialist.

  • Install, adjust, troubleshoot, and maintain electrical, direct digital controls, and electronic/pneumatic/mechanical temperature control devices on HVAC/R systems.

  • Conduct routine maintenance on HVAC/R equipment.

  • Provide oversight on HVAC/R projects performed by outside contractors for code compliance, payments, design, and installation.

  • Work with professional engineers on project design and construction.

  • Design and conduct cost estimates for the installation of environmental control units and facility support systems that need new systems or replacement systems.

  • Manage the procurement and use of ozone-depleting substances.

  • Conducts efficiency analysis on HVAC systems and proposes energy-saving modifications.

  • Utilize infrared imaging for predictive maintenance.

  • Install and maintain mechanical equipment including: maintaining car wash, hot water high-pressure washers, cafeteria kitchen appliances, precision lab ovens, lab refrigeration units, lab walk-in drying ovens, humidifiers, precision cooling units for server, radio, microwave, and telecom rooms, dispatch, and operations areas critical to agency mission and public safety.

  • Perform seasonal startup and shutdown of heating and air-conditioning plants and other related equipment.

  • Work around hazardous and/or toxic materials.

  • Temperature control on HVAC/R equipment, DDC controls, and electronic/pneumatic/mechanical controls.

  • Monitor, operate, and maintain building systems equipment, recording appropriate readings and information.

  • Perform preventive and general maintenance on equipment, performing emergency repairs or adjustments to maintain system integrity.

  • Respond to a variety of customer work orders.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to applicants with a journeyman HVAC license with EPA certification, Confined Space certification, and/or First Aid/CPR certification.

**Agency requires a valid driver's license.

KNOWLEDGE:

  • Knowledge of refrigeration cycle, refrigerants, air conditioning, and related air handling equipment.

  • Knowledge of acceptable practices, methods, and tools used in installing, maintaining, and repairing HVAC-R Equipment.

  • Skill in troubleshooting mechanical, electrical, and pneumatic problems on all types of HVAC systems.

  • Skill in facility maintenance HVAC, plumbing, and electrical systems.

  • Skill in oral and written communication along with interpersonal relations.

  • Ability to read and follow blueprints, interpret technical specifications and regulations, and operate the necessary tools of the trade.

  • Knowledge of light and heavy-duty equipment.

  • Ability to work independently under minimal supervision.

  • Ability to communicate effectively with customers and co-workers. Maintain a good working relationship with staff.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

0-1 year of progressive work experience (typically in HVAC) with acquired knowledge at the level of an HVAC Specialist

Certificates, Licenses, Registrations:

Ability to obtain an EPA License

OR

Education & Experience Substitution:

3-4 years of progressive work experience (typically in HVAC) with acquired knowledge at the level of an HVAC Specialist

Certificates, Licenses, Registrations:

Ability to obtain an EPA License

PHYSICAL WORKING CONDITIONS:

  • This position must pass a background check.

  • Facilities Management personnel are considered "Essential Personnel" and are required to report to work even when other operations are closed.

  • Must be able to climb ladders; and work on rooftops, in mechanical spaces, and boiler rooms. Must be able to work in confined spaces.

  • Must be able to drive vehicles and/or operate large and complex equipment.

  • Must be able to lift 50 pounds, stand for long periods of time, bend, squat, push, and reach.

  • Exposure to hazardous/toxic materials and chemicals.

  • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.

  • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.

  • Employees would only be eligible for one (1) hiring bonus in a 12-month period.

  • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
