Bureau of the Fiscal Service Supervisory Financial Systems Analyst in United States

Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Administrative Resource Center - Systems and Project Support Division. As a Supervisory Financial Systems Analyst, you will be responsible for the direction of supervisory, professional, technical, and administrative subordinates and for providing advisory services to the Director. Responsibilities As a Supervisory Financial Systems Analyst, you will: -Plan, assign, and determine priorities of work to be accomplished by subordinates, define performance standards and evaluate performance of those directly supervised and provide technical and administrative guidance and instruction to employees. -Responsible for oversight and data integrity of applicable ARC systems, as assigned. This includes implementing and maintaining daily operations, identifying, and resolving problems, coordinating and implementing enhancements or upgrades, including gathering and developing requirements, end user training, and properly administering system security. -Will evaluate and implement processes that improve the overall efficiency, reduce cost, and fosters a positive customer service experience while focusing on achieving results, and taking action to minimize the risks involved. -Participate in conferences, projects, and training seminars to foster continuous learning and development to effectively address proposals, revisions, requirements that affect operations and security to assess their actual or potential effectiveness in achieving desired objectives. Requirements Conditions of Employment A one-year probationary period may be required. A one-year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Public Trust - Background Investigation will be required. Obtain and use a Government-issued charge card for business-related travel. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Must be U.S. Citizen or U.S. National Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes supervising or leading staff in evaluating security assessments, authorizations or technical documentation to ensure that financial systems are operating in a secure manner and are fully compliant with applicable laws and guidance. Examples of such experience could include: - Formulating, financial management requests and ongoing analysis of financial systems performance; OR - Providing direction and solutions to managers/officials on financial management policies and procedures; OR - Experience providing technical guidance and consultation to others on matters related to security assessments or authorizations; OR - Providing input into system design, developing requirements and supporting projects. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
