Bureau of the Fiscal Service Supervisory Data Scientist (Division Director) in United States

Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Office of the Chief Data Officer, Data Strategy Division. The mission of Chief Data Officer is to lead the Fiscal Service's data program, which aims to improve the use and accessibility of data internally, for federal agencies, and the public. Responsibilities As a Supervisory Data Scientist/ Supervisory Statistician (Operations and Administration), you will: -Initiate the acquisition of data, combine, and prepare data for analytic needs, plan, and execute the analysis of data, generate diagnostics, compare model results, and advise on a range of decisions that produces the most desirable set of outcomes. -Oversee and provide leadership and direction to broad data research projects of major policy importance, difficulty, and complexity, directed toward significant problems relating to goals and mission of the Office of the Chief Data Officer. -Provide expert consultation to key personnel inside and outside of government, including to Federal Reserve Banks, and senior executives from major organizations and corporations involved in using federal financial data and doing business with the government. -Supervise and direct the analyses of large-scale data using distributed and parallel computing methods, programming languages and architectures for high performance computing, and strategies or approaches that optimize memory, storage, I/O, and other system resources for model execution. Requirements Conditions of Employment A one year probationary period may be required. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: - Developing research questions and conducting descriptive, predictive, and optimization analysis; AND - Experience communicating data science principles and research results to technical and non-technical audiences. AND - Using technology relevant to modern data products, tools, and methods (e.g., AWS, Databricks, APIs, business intelligence solutions, cloud computing platforms, etc.); AND - Leading communications and messaging campaigns (to internal and external audiences) from start to completion. Education 1560 Data Science Basic Requirements: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. OR 1530 Statistics Basic Requirements: A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
