U.S. Coast Guard Supervisory Contract Specialist, GS-1102-13 in United States

Summary This position is located in United States Coast Guard, Office of Procurement and Contracting (LOG), Alameda, CA. This position is eligible for full time remote work. Your pay will depend on your geographic location Responsibilities This position is part of the Office of Procurement and Contracting (LOG) where the incumbent has complete responsibility for the development of acquisition strategy through contract execution, contract administration, and contract closeout. This position is primarily responsible for supervising and developing the procurement and administration of contracts to include but not limited to services, supplies, transportation, lodging, fuel (both CONUS and OCONUS), and general construction contracting needs of supported Coast Guard and supported units, including workflow and workload management and analysis and interpretation of purchasing issues in accordance with laws and regulations. Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include: 1. Directly supervising a workforce of a mix of civilian and active-duty personnel. 2. Managing activities of direct reports in support of Command and Department goals and objectives. 3. Planning, managing, directing, and advising subordinates, in developing the solicitations, publicizing the requirement, analyzing offers received, preparing negotiation positions, evaluating technical and cost proposals, negotiating cost, fee, or profit as well as resolving technical issues, and entering into formal contracts. 4. Anticipating problems and providing advice to program personnel on effective implementation and time frames required. 5. Performing the administrative and human resource management functions relative to the staff supervised. 6. Developing acquisition plans and procurement administrative lead time milestones; communicating/collaborating these planning tasks with the program office/customer to ensure mission success. 7. Implementing approved contracting strategy to developing the solicitation document and/or quote to include the contract type, the pricing arrangements and incentives, set-aside considerations, subcontracting requirements, source selection plans including evaluation criteria, delivery schedules, security requirements, government property, and other required terms and conditions. 8. Developing final price for negotiation position and participating as lead or member on the negotiating team ensuring a best value. The incumbent must meet the requirements necessary to obtain and maintain a Federal Acquistion Certification in Contracting (FAC-C) level 2 within 52-weeks of employment. The incumbent must meet the requirement necessary to obtain and maintain a Contracting Officer's warrant up at the simplified acquisition threshold (SAT), or at the appropriate level as determined by the COCO to meet mission requirements with the assigned area or responsibility. The incumbent must be able to qualify and maintain a qualification for a Government Travel Card. Requirements Conditions of Employment U.S. Citizenship is required. The position requires a valid state driver's license. Must be able to obtain(FAC-C) level 2 within 52 weeks of employment Must be able to obtain Contracting Officer's Warrant at the (SAT) level. Qualifications Basic Education Requirement for GS-13 positions: You must meet all three requirements listed below, unless you are covered by an exception: 1) Completion of a 4-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore, courses completed at the DAU are not creditable towards meeting the 24-semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education and appears on a college or university transcript. AND 2) Completion of at least 4-years of experience in a contracting or related position, 1 year of which was directly related experience equivalent to the GS-12 level in the Federal service. Directly related experience must have involved performing cost and price analyses in connection with the request for approval of awards, leases, claims, price adjustments, termination, price determination, escalation, change orders, etc.; evaluating prospective contractor's financial capability as part of pre- and post-award surveys and responsibility determination when appropriate; serving as Business Advisor to program officials in providing guidance/advice in all facets of the procurement process to include the development of the statement of work, requirements for competition, market research and request for information, past performance, preparation of evaluation criteria and safeguarding the interest of the United States in its contractual relationships, utilizing negotiation techniques to ensure contractors receive impartial, fair, and equitable treatment, and the preparation of documentation in these areas. EXCEPTIONS TO QUALIFICATION REQUIREMENTS: Applicants who have been in a GS-1102 position, at or above the GS-13 level, since January 1, 2000, without a break in service only need to meet the 1-year of directly related experience in order to qualify. The educational, training and additional years of contracting experience requirements do not apply to these individuals. AND 3) Training refers to the May 7, 2014, Memorandum on Revisions to the Federal Acquisition Certification in Contracting (FAC-C) from the Office of Federal Procurement Policy. Applicants must meet the FAC-C requirements and be certified at Level II or III at the time of application. Possession of certification must be indicated as part of application submission. Applicants not certified may still apply and be selected but must achieve certification within 24 months of appointment. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met. The Coast Guard Head of the Contracting Activity must obtain the waiver from the DHS Chief Procurement Officer prior to the extension of an employment offer. NOTE: If you are currently employed with an agency other than DHS and seeking a lateral transfer AND you were promoted to an 1102 position at or above the GS-13 level (or equivalent) after 12/31/99 based on a waiver of the agency's training requirements, you will need to be approved for another training waiver before you can be hired into a GS-1102 position at or above the GS-13 level with DHS. If you were hired into your current GS-1102-13 or higher-level position, with a non-DHS agency, based on an educational waiver, you will still have to meet the educational requirements stated in Qualification Requirements #1. In addition to the basic education requirements above, the following additional experience is required: To qualify for the GS-13 level: Applicants at the GS-13 grade level must possess one year of specialized experience equivalent to at least the GS-12 level that is similar to experience gained in the Federal sector. Examples of specialized experience will include all of the following: utilizing critical thinking skills to explore new or innovative contracting approaches to arrive at an equitable contract arrangement that is fair and reasonable and in the best interest of the government; identifying and analyzing procurement issues and policies and their impact on local procedures and mission readiness; performing detailed contract administration activities such as monitoring contractor performance through site visits, correspondence, email, and telephone conversations to ensure successful completion of the contract in accordance with the established terms and conditions. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
