The Alaka`ina Foundation Family of Companies has a need for a Sr. Data Scientist to support our government customer. Preferred locations will be San Antonio, Falls Church or remote.

The Alakaina Foundation Family of Companies has partnered with the Defense Health Agency (DHA) to deliver world class, data-driven decision science analytics of military healthcare operations and the delivery of healthcare services worldwide. Alakaina and its partners will lead with way for DHA to expand its current analytical services to incorporate leading-edge technologies and advanced skills.

Alaka`ina seeks a Senior Data Scientist with extensive background in the Military Healthcare System. Successful candidates will have in-depth knowledge of the Military Healthcare data marts, experience developing healthcare delivery standards, and analyzing operations at both the headquarters and military treatment facility levels.

DESCRIPTION OF RESPONSIBILITIES:

  • Access, validate and analyze information about the Military Healthcare Systems (MHS) population by developing, validating, and linking various medical, safety, environmental, occupational and personnel databases.

  • Aggregate and analyze population health data to respond to questions from the various Congressional inquiries, DoD senior leaders, Service-specific Headquarters agencies, and the MTFs.

  • Coordinate and attend meetings for Service and Enterprise/Tri-Services groups and record/report/ communicate back to Government leadership items of discussion especially relevant to Analytics.

  • Collaborate with DHA and other applicable agencies to link program data with other health and personnel data to support a longitudinal database.

  • Perform clinical and business analytical studies using accepted data science techniques to provide insight into areas of trending/improvement for prevention, managed care, medical readiness issues, health promotion, clinical safety and quality, and other health Service-related issues.

  • Provide a quality control program to ensure a high level of quality tasking results.

  • Provide program management to refine the business and clinical measures and prototypes for optimal implementation by DHA and other agencies/MHS as appropriate.

  • Provide programming and coding subject matter support for refining the development of new systems and for optimal implementation by the DHA, DoD and other agencies as needed.

  • Provide response/work to support ad-hoc analytics requests, including briefs to Senior Leadership in the DHA.

  • Provide advanced statistical support including recommendations for data and predictive models, validation of existing and proposed models, and develop new data and predictive models.

  • Develop methodology, process data, perform analysis and provide documents in support of DHA/MHS websites including, but not limited to, DHA/MHS Dashboards.

  • Conduct research and perform analysis (including development/use of predictive models for improving clinical operations and evaluating clinical currency, efficiency, and productivity) to support a variety of clinic practices initiatives focused on improvement of clinical operations.

  • Coordinate and arrange for program data transfer from DHA, MCSCs, MTFs, and other users of various programs.

  • Provide technical expertise in the areas of prevention, managed care, medical readiness issues, health promotion, clinical safety and quality, and other health Service-related issues in order to support the DHA’s vision of becoming the healthiest and highest performing segment of the US.

  • Research, identify and apply, when available, national/standardized benchmarks and thresholds to DHA/MHS metrics as appropriate or the Contractor shall identify reasons why the established benchmarks/thresholds/methods are not appropriate/relevant.

  • Support the Government as the lead clinical and business information resource in the documentation, plan, design, build, implementation, and maintenance of clinical and business information systems for the DHA and its internal/external customers.

  • Other duties as assigned by Supervisor.

    REQUIRED DEGREE/EDUCATION/CERTIFICATIONS:

    Master’s Degree in Healthcare or Business Administration, Statistics, Mathematics, Computer Science or related quantitative field of study or equivalent combination of education and experience.

    REQUIRED SKILLS & QUALIFICATIONS:

  • Demonstrated knowledge of CHCS and/or M2 file and MHS data table structures; Minimum of 3 years’ experience data mining and conducting detailed analysis within the Military Health System (MHS) Data Warehouses.

  • Expert level skills in SQL or SAS; Expert knowledge of relational database software; proficiency in applied statistics using SAS, SQL or other statistical programs.

  • Demonstrated knowledge of medical coding practices and processes (ICD-9/10 and CPT/HCPS).

  • Five (5) years of technical experience in data presentation software and concepts associated with presentation of quantitative information.

  • Five (5) years of experience in communicating and writing complex concepts and their effects/impacts on the target environment, such that a lay audience is capable of understanding.

  • Proven ability to identify and implement solutions to improve data quality (medical coding, MEPRS usage).

  • Three (3) years’ experience working in a leadership role within Resource Management, Group Practice Management, or TRICARE Operations.

  • Two (2) years’ experience working in the area of quality improvement.

  • Two (2) years’ experience developing and deploying clinical performance metrics.

  • One (1) year of software management and data retrieval experience.

  • Ability to acquire skills/capabilities necessary to meet growing needs/demands of systems/software/hardware.

  • Ability to critically examine and evaluate, problem-solve.

  • Ability to deliver products on time, on schedule, within budget. Flexibility and ability to adapt to rapidly changing and often time-constrained environment.

  • Able to read, write, speak, and understand English.

  • Demonstrated ability to communicate analytical discoveries and appropriate recommendations/mitigation strategies effectively and clearly to all levels of customers including Senior DHA leadership.

  • Demonstrated ability to organize/participate/lead working groups to develop analytic products and byproducts or to develop/understand processes leading to effective optimization of analytic efforts.

  • Demonstrated ability to provide accurate and timely analytical products containing well-reasoned and cogent discussion points providing leadership with substantiated options or courses of action.

  • Demonstrated ability to undertake and complete multiple tasks with multiple deadlines simultaneously.

  • Demonstrated advanced proficiency in Microsoft Office products PLUS additional software/hardware skills and capabilities.

  • Proven ability to synthesize disparate data from multiple sources and coalesce into an accurate and useful analytic product, incorporating Service and MHS strategic goals for use by leadership in both tactical and strategic decision making.

    DESIRED SKILLS & EXPERIENCE:

  • Minimum of ten (10) years’ experience within the Military Health System (MHS)

  • Five (5) years’ experience developing and implementing advanced statistical models.

    REQUIRED CITIZENSHIP AND CLEARANCE:

  • US Citizenship Required

  • Active Secret Clearance or Tier III background check
