Vectrus Senior Procurement Analyst / Buyer in United States

V2X global supply chain is seeking a Senior Procurement Analyst who will report to the Senior Supply Chain Manager in the Transportation Solutions portfolio. The Procurement Analyst will support the Transportation Security Administration Checkpoint Maintenance program and is contingent upon contract win announcement and award. This position is a 100% remote position but may require some minimal travel.

The successful candidate must possess the ability to simultaneously manage multiple subcontracts and prioritiies and will be responsible for:

  • Developing proposals for long term agreements.

  • Creating Basic Order Agreements (BOAs), new Scope of Work (SOW) sourcing, Purchase Order folder development in accordance with Compliance.

  • Negotiating part and component costs with supplier agreements, delivery and terms and conditions.

  • Ensuring compliance with Public Law (FAR/DFAR/AMS), company business policies and procedures, import / export regulations (ITAR/EAR), and Davis Bacon Act / SCA.

  • Working extensively with Integrated Product Teams including, but not limited to, Engineering, Quality, Finance, Contracts and Program Management along with other key functional groups to ensure on-time delivery of compliant products at or below program budget.

Responsibilities

Major Job Activities:

  • Sources, negotiates and purchases machinery, equipment, tools, packaging materials, parts, services and/or supplies necessary to execute program requirements.

  • Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives.

  • Monitors performance of suppliers.

  • Evaluates areas of opportunity to leverage material acquisitions.

  • Tracks data to keep informed on price trends and market dynamics.

  • Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability and ability to meet required schedules.

  • Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records.

  • Prepares Request for Proposals (RFP), Request for Quotes (RFQ) and bid packages.

  • Maintains the highest ethical personal and professional standards.

  • Other projects and initiatives as assigned.

Qualifications

Education / Certifications:

  • Bachelor's degree in Business, JD, Supply Chain, Engineering, or related field. Master's degree is a plus.

  • C.P.M. or A.P.P. through ISM is a plus, or certification through NCMA.

    Required Qualifications / Skills:

  • 4+ years of related experience in procurement for complex US Government programs, including experience in the Defense Industry.

  • Must be U.S. Citizen.

  • Working knowledge of the Federal Acquisition Regulations (FAR) and Acquisition Management System (AMS).

  • Must have experience with preparing RFQs / RFPs, reviewing and negotiating terms and conditions, and making best value source selection decisions to determine lowest cost consistent with quality, reliability and ability to meet schedule requirements.

  • Experience must include bid solicitation and supplier selection based upon best value analysis with a federal contractor.

  • Ability to maintain confidentiality of sensitive information and Company Proprietary data.

  • Some travel will be required.

  • Must adhere to Company policies / procedures and management instruction.

  • Proficiency with Microsoft Office applications, being able to present financial information clearly and succinctly.

  • Excellent communications skills with the ability to exchange information and interface effectively with suppliers are required.

    Desired Experience / Skills:

  • Proficiency with SAP software to report and place purchase orders and plans.

  • Working knowledge of V2X Supply Chain policies and procedures, or equivalent.

  • Experience in establishing strategic relationships with key suppliers who provide materials and services to the US Navy, Air Force, or government customers and are aligned to the Company’s needs.

  • Ability to apply sound judgment to problem solving.

  • Ability to develop strong business relationships with internal customers and external suppliers.
