GENERAL DESCRIPTION:

This position serves as a Senior Economic Analyst responsible for reviewing, evaluating, and analyzing routine and non-routine utility applications and tariffs, interpreting and developing recommendations and technical analysis regarding accounting, financial, costs, rates, and compliance issues in routine applications and complex contested utility cases. This position is responsible for making formal recommendations based on independent analysis, investigation, and research regarding all aspects of utility rate-setting; may provide expertly written and oral testimony in utility cases; serves on various national and regional committees related to utility regulation. The performance of these duties requires in-state and out-of-state travel.

  • Conduct advanced economic demographic and revenue-related research.

  • Performs statistical research; analyzes Financial, economic, and regulatory data.

  • Consults regarding access and use of financial and economic information.

  • Produces research projects and/or reports and other materials.

  • Evaluate and interpret results through written reports, expert testimony, and formal presentations.

  • Writes published reports, articles, training materials, and presentations.

  • Develops and conducts surveys.

  • Develops statistical and economic models for technical reporting and special studies.

  • Gives presentations in regulatory proceedings.

  • Interprets agency rules and statutes; interprets federal rules, regulations, and statutes.

  • Analyzes testimony and exhibits of expert witnesses, and assists in the preparation of cross-examination of witnesses.

  • Prepares written memorandum and presents factual findings to the Commission at open meetings.

  • Determines accuracy and integrity of financial statements and other analyses.

  • Conducts and reports on audits of accounting systems and methods of program management and operation of regulated entities.

  • Composes complex technical reports.

  • Investigate compliance issues.

  • Provides analysis of regulatory issues and interprets and develops recommendations regarding accounting, financial, costs, rates, and compliance issues in routine applications and complex contested cases.

  • Analyzes and reports regulated utility conditions and trends.

  • Assists with cross-examination of witnesses at administrative hearings.

  • Summarizes technical aspects of cases and provides Commissioners with a technical memorandum with potential solutions for issue resolution in case deliberations, if needed.

  • Participates in special studies or research workgroups within the agency as assigned by supervisor and/or Commissioners regarding new and current regulatory issues.

  • Serves as a subject matter expert on various national and regional committees.

Qualifications

KNOWLEDGE:

  • Knowledge of utility regulation and natural gas, pipeline, electric, water & telecommunications industries.

  • Knowledge of utility regulatory practices and technical mechanisms/procedures concerning the same.

  • Knowledge of mathematical, scientific, and statistical theory.

  • Knowledge of general financial and economic principles.

  • Knowledge of general business, accounting, management principles, and practices.

  • Skill in written and oral communication.

  • Ability to quickly assimilate new concepts and information related to utility regulation and rate-making.

  • Ability to plan work prioritize assignments, and meet deadlines.

  • Ability to work with others in a team environment and develop creative/innovative solutions.

  • Ability to take initiative and make decisions and recommendations based on informed judgment.

  • Skilled in financial, statistical, accounting, and economic analysis.

  • Knowledge of federal utility regulations.

  • Knowledge of Wyoming statutes and regulations.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Economic Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Economic Analyst
