We seek applications for the Senior Account Payable Management Consultant position for the USAID-funded Partnerships Incubator. This five-year project started in October 2019 and ends on September 30, 2024.

About the Partnerships Incubator

USAID aims to diversify its partner base by removing barriers to engagement and creating avenues for new and nontraditional partners to work with the Agency. The Partnerships Incubator was set up as a global service hub to address this need by amplifying USAID’s external communications efforts to strengthen and diversify the Agency’s partner base, expanding Agency capacity for partnerships, and supporting partner organizations working with USAID.

The Partnerships Incubator works with USAID headquarters and Missions to identify and engage new and local partners, provide training and capacity-strengthening assistance, and develop tools, resources, and models to advance USAID’s partnership goals. The project also designed, developed, and launched WorkwithUSAID.org, a free, USAID-funded resource hub designed to connect partners to peers and experts, improve their organizational readiness, and prepare them to receive USAID funding.

Position Overview The Senior Account Payable Management Consultant plays a pivotal role in the Partnerships Incubator, overseeing and optimizing the organization's accounts payable processes. With a meticulous approach and commitment to precision, this role involves managing various financial responsibilities related to accounts payable, accrual accounting, subcontractor/consultant supervision, and closeout, ensuring accuracy, compliance, and financial clarity. Key Responsibilities:

  • Accounts Payable Management: Oversee accounts payable processes, including invoice processing, vendor payments, and expense reimbursements, ensuring accuracy and timeliness.

  • Vendor Relationship Management: Manage relationships with vendors and suppliers, negotiating payment terms and resolving payment-related issues.

  • Expense Reporting: Review and approve employee expense reports, ensuring compliance with company policies and procedures.

  • Financial Analysis: Analyze accounts payable data to identify trends, patterns, and opportunities for process improvement and cost savings.

  • Compliance Oversight: Ensure compliance with financial regulations, policies, and procedures, including GAAP and internal controls.

  • Accruals: Facilitate accrual accounting processes, ensuring that expenses and revenues are recognized in the appropriate accounting periods.

  • Subcontractor and Consultant Oversight: Supervise subcontractors and consultants, ensuring they meet project objectives and financial compliance requirements with USAID’s rules and regulations. 

  • Payment Process: Process payments, verifying accuracy and compliance with financial policies and procedures, and USAID’s cost principles.

  • Subcontractor Orientation: Conduct orientation sessions for subcontractors and consultants to familiarize them with project expectations and financial protocols.

  • Team Collaboration: Collaborate with internal teams, including finance, procurement, and operations, to streamline accounts payable processes and resolve issues.

  • Tracking Reports and Documentation: Prepare various tracking reports the project team requires, providing real-time financial insights. Maintain accurate account payable records, reports, and documentation for audits and financial analysis.

  • Assigned Tasks: Execute other financial tasks and responsibilities as assigned by senior management.

  • Subcontractors and Consultants' Portfolio: Manage and optimize the portfolio and operations of subcontractors and consultants, aligning their contributions with project goals.

  • Consultants and Vendors Onboarding : Facilitate the onboarding process for new consultants and vendors, ensuring completeness and accuracy of vendor information and documentation.

  • Consultant and Subcontractor Closeout: Responsible for closing out consultants and subcontractors at the end of their contracts, ensuring all financial obligations are met, final payments are processed, and all necessary documentation is obtained and filed according to company policies and regulatory requirements.

  • Assigned Tasks: Execute other financial tasks and responsibilities as assigned by senior management.

    Qualifications:

  • Bachelor's degree in Finance, Accounting with minimum 15 years of relevant experience OR Master’s degree and 12 years of relevant experience, OR JD/ABD and 10 years of relevant experience, OR Ph.D. and 8 years of relevant experience.

  • Must have at least 10 years of experience working in a finance role for a USAID implementing partner or for a USAID project.

  • Extensive experience in accounts payable management, preferably in a complex organizational setting.

  • Strong knowledge of accounts payable principles, practices, and regulations.

  • Strong analytical and problem-solving skills with exceptional attention to detail.

  • Knowledge of accrual accounting principles and financial reporting standards.

  • Excellent communication and interpersonal skills for effective team collaboration.

  • Experience in managing subcontractors, consultants.

  • Ability to work in multiple cultures, highly motivated, self-starting, intellectually curious, flexible, a passion for learning, and deeply committed to social impact.

  • Knows the importance and relevance of taking initiative and being a problem solver.

  • Highly organized and capable of managing multiple tasks and deadlines effectively.

  • Proficiency in Google Sheets, MS Office Suite, particularly Excel.

  • Commitment to maintaining the highest ethical and professional standards in financial operations.

  • Experience in international development or with USAID projects is desirable
