Performs assignments that are agency-wide in scope and have significant impact on issues facing the Operating Unit. Examples include, participating in Business Reviews of field and headquarter offices; serving on task forces or study groups as the Director's representative to address divisional and Service wide issues; establishing policy for field operations and performing independent analyses of Area or nationwide collection operations. The incumbent must be knowledgeable of the Director's policies and ensure that views are well represented. The incumbent may also represent the Director on local Federal executive projects or similar activities. Leads teams of Operating Unit managers and employees or independently studies complex problems facing the Operating Unit functions or those of particular concern or interest within the Compliance function. This may require coordinating input from activities outside the division or identifying new or modified methods of performing work that requires the incumbent to demonstrate both expert analytical or process analysis skills and expert knowledge the IR Code related to Collection functions. Participates with cross-functional representatives on activities within the Operating Unit including development of Compliance operating plans, Business Plan, and Business Review assessments and reports. Assists the Director with oversight responsibilities by conducting specific studies and analyses to support operational reviews and measure achievement of goals and performance expectations, execution of plans, accomplishment of benchmarks, compliance with directives, and utilization of resources. Analyzes Collection program areas to discern trends in program delivery such as effectiveness of incorporating various applications into collection and compliance processes, and consolidated report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives. Serves as the process-analysis expert and applies skills to local or Servicewide issues. Provides necessary technical advice and staff assistance to headquarters executives, headquarters analysts and field managers and employees in the assigned collection program area. Develops and prepares operating guidelines, instructions and other material pertaining to assigned program areas. Obtain and use a Government-issued charge card for business-related travel. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience that demonstrated knowledge of the Internal Revenue Code and related enforcement and collection regulations and procedures. Experience may have been gained in work such as: Collecting delinquent Federal taxes and securing delinquent returns. Conducting investigations of alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecutions and civil penalties. Performing internal audit, administrative, or management duties directly related to the collection of Federal taxes. Furnishing taxpayer assistance and information to the general public or determining, redetermining, or advising of liability for Federal taxes where the applicant was required to apply a comprehensive knowledge of the Internal Revenue Code and related regulations and procedures pertaining to income, estate, gift, employment, or excise taxes. In addition to the statement above, experience for this position includes: Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; Experience with Collection program(s) and tax compliance programs to apply to projects and studies concerning the efficiency and effectiveness of operations and means to improve Collection program(s); Experience using specialized software to develop recommendations and/or publish large quantities of data (examples include ENTITY, ICS, SQL, Excel, and Business Objects); Experience analyzing various reports such as CAR (Collection Activity Reports); Experience in project management to evaluate complex projects and studies and identify problem areas, trends, deficiencies and other similar factors affecting Collection operations to make recommendations to improve efficient utilization of resources. Experience with tax compliance programs to identify, develop corrective action plans, and propose and implement resolutions of technical Collection issues; Experience with oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Day Shift, Start and Stop Times Between 6:00am and 6:00pm Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program.
