GENERAL DESCRIPTION:
The Captain of Plans and programs provides assistance to the Fire Chief to maintain the FESAP (Fire Emergency Services assessment Program) and provides continuity of programs outlined within. The position shall provide assistance to Assistant Chiefs of Training, Prevention and Operations as directed by the Fire Chief.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Act as the Fire Emergency Services Assessment Program (FESAP) Manager, plans, directs, develops, implements reviews, and evaluates the assessment program. Act as Accreditation Manager.
Provide assistance to the Assistant Chief of Fire Prevention
Provide Assistance to the Assistant Chief of Training.
Provide Assistance to the Assistant Chief of Operations
As an Assistant Incident Safety Officer (AISO), participates within the incident management system as a command staff member and respond in accordance with SOP/SOG to emergency incidents.
Utilize Fire Emergency Services Management Tool (FESMT) Playbook is to educate AF Fire Emergency Services (FES) personnel and stakeholders.
Assist in directing and coordinating the completion and annual review of a comprehensive assessment and evaluation model as directed by Department of Defense and Department of the Air Force Instructions.
Complies with health, safety, security, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Performs other tasks assigned by the Fire Chief or Deputy Fire Chief.
Directs the operation of firefighting vehicles such as pumpers and crash-rescue trucks.
Qualifications

Bachelor’s Degree in Firefighting or another related field. Experience: 4-6 Years of progressive work experience (typically in Firefighting) with acquired knowledge at the level of a Supervisory Firefighter. Certificates, Licenses, Registrations: Security Clearance, Valid Driver’s License, Fire Officer I, II, Incident Safety Officer, Fire Instructor I, II, Fire Inspector I II, HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), Health and Safety Officer, Driver/Operator Pumper, Driver/Operator Mobile Water Supply, Driver Operator ARFF, Airport Fire Fighter (includes Firefighter I, II). All certifications at all levels are required to be Pro Board or IFSAC accredited. State of Wyoming EMR at minimum. Possess or have the ability to attain with determination of favorable Tier 1 security clearance at a minimum.
OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Firefighting) with acquired knowledge at the level of a Supervisory Firefighter. Certificates, Licenses, Registrations: Security Clearance, Valid Driver’s License, Fire Officer I, II, Incident Safety Officer, Fire Instructor I, II, Fire Inspector I II, HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), Health and Safety Officer, Driver/Operator Pumper, Driver/Operator Mobile Water Supply, Driver Operator ARFF, Airport Fire Fighter (includes Firefighter I, II). All certifications at all levels are required to be Pro Board or IFSAC accredited. State of Wyoming EMR at minimum. Possess or have the ability to attain with determination of favorable Tier 1 security clearance at a minimum.
KNOWLEDGE:
Fundamental working knowledge of Center for Public Safety Excellence and a demonstrated knowledge of the accreditation and credentialing models
Knowledge, skills and ability to perform as the Fire Department training officer in order to maintain a comprehensive fire training program.
Knowledge of the layout, design, construction, and contents of buildings; location of fire protection systems; and other similar characteristics of a typical DOD installation.
Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity.
Ability to interpret facts, analyze, evaluate, and make sound decisions.
Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of the organization.
Knowledge of safety and health hazards associated with emergency operations; building construction; fire science and behavior relative to predicting dangerous fire ground environments; personnel accountability systems; incident scene rehabilitation strategies; and the ability to manage incident scene safety per organizational policies and national consensus standards.
Ability to communicate effectively, both orally and in writing.

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Applicant must successfully complete a pre-appointment physical examination in accordance with NFPA 1582 and NFPA 1583 and physical agility test (Occupational Task Evaluation or Current CPAT).
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
You will be required to work a 56.2 hour work schedule which may include nights, weekends, holidays, and is subject to overtime.
Work may be performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
This position requires the employee to work under adverse environmental conditions. It requires you to participate in medical surveillance programs; falling under the respiratory protection and hearing conservation program.
This position requires the ability to discern colors, contrast, and depth
