Immigration and Customs Enforcement Program Manager/Contracting Officer Representative (O-5) Non-Supervisory in United States

Summary This position is located within the Department of Homeland Security (DHS), ICE, Enforcement and Removal Operations (ERO), IHSC, Office of the Deputy Assistant Director of Administration, Resource Management Unit. The incumbent serves as a program manager with the primary responsibility of serving as a contracting officer's representative (COR). This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Responsibilities DUTIES AND RESPONSIBILITIES: Serve as the Contracting Officer's Representative for the agency's contracts with duties to include, but not limited to: technical liaison between the Contracting Officer and Contractor, contract performance monitoring, contract deficiency reports, personnel issues, invoice review and payment processing, coordination of meetings and program reviews. Coordinate with subject matter experts on drafting Statement of Work (SOW) and Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), Independent Government Cost Estimates ( IGCE), and conducting Market Research. Develop, review, and/or recommend bid solicitations, Requests for Proposals (RFPs), Statements of Work (SOW)/Performance Work Statements (PWS) for open, competitive outsourcing of requirements for goods and services. Receives direction from the Contract Officer (CO) to ensure contractor compliance with Federal Acquisition Regulations (FAR) and the Federal Travel Regulations (FTR) for all contracts where delegated authority is given. Reviews and pays all invoices in a timely manner in accordance with ICE Financial Operations guidelines and the Prompt Payment Act. Maintain COR Contract Files in accordance with DHS Contracting Officer's Representative Essential Element Guidebook or Appointment Letter. Assists in the planning, coordination, and administration of Source Selection Evaluation Boards (SSEB) or Technical Evaluation Panels (TEP). Provides management oversight in the procurement of supplies, equipment and services needed in support of the ICE mission. Serves as an RMU point of contact for matters related to the fiscal, acquisition/procurement, logistics and resource management activities for IHSC Track all contracts burn rates in relation to approved spend plan. Track contract expiration dates and execute requisitions for renewals and exercising options. Track Contractor Performance Assessment Reporting System (CPARS) and complete CPARS actions for all contracts. Provide Past Performance Evaluations, as needed for current and past contracts as requested by other Federal or State government contracting organizations. Communicates efficiently with external and internal stakeholders, represents the agency to customers, the public, government as well as other external entities, specifically vendors and other stakeholders related to contracting activities. Participates with senior leadership in the development and review of contracts and acquisition strategies for the Division. Networks within communities to establish and maintain collaborative partnerships. Develops specific goals and plans to prioritize, organize, and accomplish positive outcomes. Other duties as assigned. Requirements Conditions of Employment Qualifications PHYSICAL DEMANDS: Sitting and/or standing for extended periods of time (e.g., 6-8 Hours). Performing repeated bending motion. Average manual dexterity for computer operation. Phone use for extended periods of time. Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Qualifying degree for the officer's category and an advanced degree (e.g., MPH, M.A. or M.S.) from an accredited institution. Minimum of three to five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration and evaluation of public health programs. Level II COR Certification preferred or obtained within six months of hire through Cornerstone OnDemand (CSOD) system. Obtain Level III COR Certification upon application, they must obtain Level III though Cornerstone OnDemand (CSOD) within 18 months of hire and maintain Level III Certification. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. The agency may require the incumbent performs clinical activities with the scope of clinical license in times of critical needs within the agency. If in a clinical discipline and as directed and approved by his/her supervisors, the incumbent may perform clinical duties of their profession in Federal health care facilities. Such direction is documented via a memorandum of assignment and is filed in the eOPF. Knowledge of ICE and IHSC, program policies and guidelines, operating procedures, and various departmental initiatives. Ability to exercise a high degree of independence, initiative, judgment, and follow-through on a broad range of sensitive, complex administrative and financial tasks. Ability to adapt to sudden changes in schedules and work requirements. Knowledge and skill in all Microsoft Office Products to include Microsoft Project, Visio, Excel, and SharePoint. Ability to establish and maintain positive working relationships in a multidisciplinary environment. Maintain current CPR/BLS certification. Maintain basic readiness status Additional Information This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, Resource Management Unit. The incumbent serves as a program manager with the primary responsibility of serving as a contracting officer's representative (COR), and may be required to perform clinical activities within the scope of clinical licensure in times of critical needs within the agency. IHSC has a multi-sector, multidisciplinary workforce of more than 1700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides, public health services, on-site direct patient care to ICE detainees at 20 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 148 additional facilities, with a combined population of 34,000 detainees on a daily basis, with an average length of stay of about 30 days, and over 400,000 detainees transitioning through these facilities annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea. SUPERVISORY CONTROLS: The Program Manager/ Contrator Officer Representative works under direct supervison of the Deputy Chief and Unit Chief.
