We are seeking a highly motivated Program Manager to join our Department of Veterans Affairs Division in the Reston, VA area. This is a high-level leadership position in a key Department of Veterans Affairs (VA’s) Health Integration & Modernization program for the VA’s Office of Information Technology (OIT). You will serve a key role in supporting OIT as it strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care, as well as throughout all the points of the Veterans’ health care system. VA depends on Information Management/Information Technology (IM/IT) systems, including software applications development for the cloud, to meet its mission goals. Within its Health portfolio, the VA- through its community of Contractor partners - develops products, programs, and projects that deliver Veteran-centric technology solutions for improving the overall Veteran experience.

Responsibilities include, but are not limited to:

  • Managing and overseeing the activities of all contractor and subcontractor personnel used in performance of this effort.

  • Acts the single point of responsibility for directing all Contractor activities necessary to ensure the accomplishment of timely and cost-effective support, performed in accordance with the requirements contained in the VA’s Performance Work Statement (PWS).

  • Advise senior business and technical personnel to aid in the delivery of robust, scalable software applications that meet or exceed mission requirements.

  • Reviewing and assessing impact of proposed VA scope changes or project additions into the existing contract

  • Direct all activities of multiple Sprint software development teams operating concurrently across the VA healthcare system

  • Ensuring the compatibility of new Software products with all interconnectivities to other parts of the VA Healthcare system, including compatibility with Oracle Cerner Electronic Health Records (EHR) requirements

  • Providing advisory services to maintain and evolve the future-state of VA Healthcare Software services

  • Take appropriate measures to improve the End User Experience within the VA, as well as the Veteran Experience for those Veterans accessing the VA healthcare delivery system.

Basic Qualifications:

  • A PMI Project Management Professional (PMP) certification

  • A bachelor’s degree in Program Management / Business Administration or Information Technology (IT)/Management Information Systems (MIS)

  • A minimum of ten (10) years of overall experience in Project and Program management.

  • A minimum of five (5) years of experience managing IT projects and programs

  • Proven experience with managing using DevSecOps concepts.

  • Exceptional technical aptitude and effective written and verbal communications skills.

  • Experience in monitoring program priorities, procedures, objectives, resource allocation, and areas of service.

  • Experience in managing multiple program and project teams to ensure goals are completed on time.

  • Experience in identifying possible current and future risks to program efficiency orsuccess.

  • Experience in managing teams that use Scaled Agile Framework (SAFe) methodologies.

  • Ability to translate requirements into end-to-end designs for systems that involve multiple interfaces and supporting data repositories.

  • Strong customer service skills, teaming skills, and the ability to collaborate within a cross-functional team as well as the cloud service providers (AWS, Microsoft, Google, IBM, Oracle)

Preferred Qualifications:

  • Knowledge of Agile methodology, to direct and coordinate the day-to-day activities, tasks and deliverables required from the project team according to the project plan.

  • Knowledge of advanced IT concepts and basic operating principles of data communications and information systems hardware and software.

  • Knowledge of systems development lifecycle approaches as they apply to Project.

  • Management for the establishment, management and delivery of IT Products and Solutions.

  • Experience providing strategic planning and project management to include monitoring and controlling efforts as well as managing scope.

  • Experience serving as a Scrum Master, facilitating scrum meetings, and leading sprint planning/demo/retrospective meetings effectively.

  • Experience developing project status reports to project owners including scheduling, cost, scope, testing, changes, resource availability, and task status.

  • Experience facilitating training and informational sessions.

  • Strong analytical and quality assessment skills

  • Ability to explain technical issues clearly and accurately to both technical and non-technical audiences.

Physical Requirements:

  • Must be able to be in a stationary position more than 50% of the time.

  • Must be able to communicate, converse, and exchange information with peers and senior personnel.

  • Constantly operates a computer and other office productivity machinery, such as a computer.

  • The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

The projected compensation range for this position is $123,100-$205,800. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
