Summary What General Information Do I Need To Know About This Position? Salary is dependent upon the associated duty station which will be determined upon hire. NOTE: First time hires to the Federal Government are typically hired at the Step 01. Responsibilities As a Program Analyst within the Office of Management Services, some of your specific duties will include: Plans and conducts asset management studies; facilities organizational studies; special studies; real property program reviews; and analyses and evaluations of regional and major bureau systems, asset inventories, programs, policies, procedures, operations, or problem areas related to the stewardship of federal real property assets. Serves as the Zero-Emissions Vehicle Integrator (ZEVI) Program Management Analyst responsible for ZEV charging and support infrastructure planning. Partners with DOI & USGS fleet managers to align ZEV operational requirements with Electric Vehicle Supply Equipment (EVSE) - Electric Vehicle (EV) Charging Stations) locations, numbers, and use (single use federal fleet only or multi-use federal/public). Prepares all correspondence to include cover letters, notice of decisions, and any other correspondence as it relates to reviewing, analyzing, and evaluating comprehensive and ongoing asset management strategies, programs and activities for efficiency, effectiveness, and management controls, determining the extent of compliance with laws, regulations, and executive orders. Serve as a subject matter consultant to the Branch Chief on Zero-Emissions Vehicle matters and Real Property Asset Management to include participating on interdisciplinary teams in the bureau, DOI, and interagency teams to support strategic planning and developing policy and guidance material. Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Qualifications Definitions: EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.) For GS-13: Applicants must meet the following to qualify for the GS-13 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service. Examples of GS-12 level work include experience in planning and conducting asset management studies; facilities organizational studies; special studies; real property program reviews; and analyses and evaluations of regional and major bureau systems, asset inventories, programs, policies, procedures, operations, or problem areas related to the stewardship of Federal real property assets. Assignments at this level are planned and carried out independently, resolving most conflicts that arise, coordinating the work with others as necessary, relating new work situations to precedent ones, extending, or modifying existing techniques, and interpreting and applying program policy in terms of established objectives. Requires maintaining a Zero-Emissions Vehicle program; serve as a team lead in the development and deployment of zero-emission vehicles, infrastructure, and technologies and develop methods to project infrastructure and energy needs to support zero-emission vehicles throughout the USGS; performing complex technical and analytical tasks and will work independently, participate in a team, and use scientific principles to evaluate vehicle and infrastructure issues and assist private and public partners to introduce improved vehicles, engines, charging and fueling stations, other related infrastructure, and training and equity considerations through joint funding of projects, technical assistance, and education and outreach activities.
