Summary This position is located with the Bureau of Indian Affairs, Deputy Director, Trust Services in Anywhere in the U.S. (remote job). The purpose of this position is to evaluate matters regarding operation and administrative management of various programs in the areas of Internal Control, performance management, procurement, and real property management, Freedom of Information and Privacy Act, financial management and reporting, records management, and data collection. Responsibilities Program Administration: Coordinates and collaborates with the various Divisions who report to the Directorate to track physical and virtual inventories of un-indexed records, accountable property inventories including procurement of new equipment. Research, Reporting and Presentations: Researches and investigates new or improved systems and management practices. Analyzes management information requirements to develop program or administrative reporting systems including the specification, data gathering and analytical techniques, and electronic system evaluations. Communication & Customer Service: Maintains extensive contacts with other analysts in the Office of Trust Services, Bureau of Indian Affairs, and the Deputy Assistant Secretary - Management assists in data collection (data calls), and matters of administrative and performance reporting. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: OPM Operating Manual, Qualification Standards for the Management and Program Analysis Series, GS-0343,https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/management-and-program-analysis-series-0343/ MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-09: Assisting in the analysis of program data to recommend improvements for operations. Utilizing methods, techniques, and tools to analyze program, organizational, or mission performance. OR EDUCATION: Masters or equivalent graduate degree OR Two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. GS-11: Using spreadsheet and database systems to manage and analyze information from numerous reports and sources; Monitoring performance or compliance with established statutory, regulatory, or programmatic requirements; Presenting findings and recommendations, both orally and in writing. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education or LL.M if related. GS-12: Using data to analyze program and operational performance trends; Collecting and researching data for studies or evaluations of programs/operations; Preparing reports and recommendations for management consideration; Presenting findings and recommendations, both orally and in writing. The full performance level of this position is GS-12. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final.
