Salary Breakdown: GS-05: $44,316.00- $57,607.00 GS-06: $49,400.00- $64,222.00 Responsibilities You will respond to and investigate complaints while interpreting and enforcing state and federal laws, the Uniform Code of Military Justice (UCMJ), DoD and Navy regulations, and installation directives, rules and regulations. You will operate electronic tactical police communications equipment, including mobile data terminals to receive dispatches, respond to calls and complete official reports. You will perform traffic law enforcement using specialized equipment such as radar, breathalyzer. You will conduct investigative stops, questions, detains, and take appropriate action to resolve incidents as required. You will perform a full range of force protection, anti-terrorism and sentry duties at installations or activities with significant operational assets, unrestricted access points, large populations onboard and around the installation/activity. Requirements Conditions of Employment Qualifications Your resume must demonstrate qualifying experience demonstrating the following: GS-06: Your resume must demonstrate at least one year of Qualifying experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Qualifying experience must demonstrate the following: 1) Performing advanced aspects of law enforcement, antiterrorism, and physical security functions at military installations requiring use and deployment of specialized or advanced techniques, equipment, knowledge or training; 2) Applying standardized, optional, and innovative investigative procedures, techniques, and methods to detect, investigate, and resolve crimes and other incidents that are beyond the scope or requirements for solution on normal patrol assignments; and 3) Utilizing federal and state vehicle and crime information automated systems (i.e. OPEN FOX, National Justice Information System, National Criminal Information Center, E-Guardian, Defense Data Exchange, National Data Exchange, E-Fingerprint, Sexual Offender Registry, and Criminal Justice Information System). GS-05: Your resume must demonstrate at least one year of Qualifying experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Qualifying experience must demonstrate the following: 1. Issuing citations for violations of the law; 2. Preparing reports and orders for dissemination to other law enforcement officials; and 3. As a HSB Crewman, personnel must be qualified IAW NAVEDTRA 43467-1 HSB Operations, the NAVEDTRA 43606, Shore Installation Management Basic Boat Coxswain (SIMBBC) and Crewmember PQS, and NAVEDTRA 43468-A, Shore Training Team Member/Leader. They must also be qualified IAW NAVEDTRA 43466, Security Force Weapons, and OPNAVINST 3591 (series), Small Arms Training and Qualification on all assigned craft's weapons systems, and qualified as a second class swimmer. Due to significant training requirements levied by DoD, SECNAV and OPNAV, incumbent must be trained and qualified to conduct Guardmount and pre/post watch training of other LE personnel before, during and after the assigned shift. Must be able to successfully complete the mandated 40-hour Emergency Vehicle Operators Course (EVOC) to be qualified to Operate motor vehicles (i.e. sedans, cargo trucks, pickup trucks) having gross vehicle weights of 7,000 pounds or less, loading capacities of 1 ton or less, manual transmissions, and 2 or 4-wheel drive in support of operations and to transport personnel and materials throughout the installation and on public roads. With additional training, the incumbent may be required to qualify on police bicycles and other rough terrain vehicles such as ATVs and snow mobiles. Maintains proficiency for response to: installation perimeter breeches, hostage situations, vehicle borne improvised explosive device (IED), waterborne (IED) and pedestrian borne improvised explosive attacks, active shooter incidents, bomb threats, counter unmanned systems, suspicious packages and other terrorist threats, natural disasters, civil disturbances, and a myriad of law enforcement responses. This position does not meet the definition of law enforcement officer (LEO) and is excluded from coverage as LEO for purposes of the Federal Employment Retirement System- Base Annuity in accordance with 5 CFR, Part 842, Subpart H. Physical Demands The work requires regular and recurring periods of physical exertion derived from such activities as running, walking, standing, climbing, bending, driving, and lifting/carrying heavy items weighing more than 50 pounds (e.g. climbing stairs during emergency response, carrying personnel during evacuations, personal protective equipment, and weapons systems). In installations with navigable waters, physical exertion may also include swimming. Conditions often require officers to work in extreme climates for extended periods while wearing personal protective equipment and duty gear, requiring the officer to be physically fit to perform duties in extreme heat or cold. Requires physical stamina, agility and strength to defend themselves, defend others, pursue and apprehend or detain suspects. Officers undergo sustainment training in defensive tactics to include less than lethal equipment and firearms qualifications that require physical strength, skill and stamina. The incumbent must be physically fit and agile in order to pursue persons on foot over/around rough and/or slippery terrain or obstacles and up and down stairs, and to participate as a member of a special reaction or tactics squad in advent of terrorist or hostage situation. Must successfully complete annual agility testing in order to retain position. Work Environment The work is performed in an environment that involves exposure to regular and reoccurring discomforts such as extreme variations in weather conditions while directing traffic and performing walking patrols. The officer may be exposed to high levels of noise in certain industrial settings, destructive weather or higher force protection conditions, and may operate a vehicle over rough terrain and/or unpaved/unplowed/untreated surfaces. The work involves moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment such as vests, coats, gloves, goggles, boots, shields, etc... The officer may also be subjected to uncomfortable conditions where basic facilities may not be provided or functional. May be exposed to physical attack/bodily injury at a moment's notice when apprehending, detaining, or pursuing suspects. Additional Information Applications will not be accepted through this flyer. Must successfully complete a DoD approved Police Training Academy or equivalent course, e.g. Navy Police Officer Academy; a federal or military police academy; or equivalent law enforcement training. Must also successfully complete any annual sustainment training, Level 1 Oleoresin Capsicum (OC) contamination training (if applicable), and OC refresher training. Must meet applicable federal and/or state minimum age requirements for the assigned installation.
