GENERAL DESCRIPTION:

The Operational Risk Officer is responsible for coordinating and executing projects related to the ongoing operational elements of the Wyoming Retirement System (WRS) investment program and will work directly with the WRS investment team, other departments, and external service providers on behalf of the investment department. This position will work to primarily ensure that all operational and business aspects of the investment office are executed while supervising the work of the Investment Operations Coordinator. The Operational Risk Officer is responsible for managing and working with various quantitative models to measure and analyze investment risk within the WRS Investment portfolio. Additionally, this position will prepare presentation materials, maintain data repositories, manage investment operation contracts, and serve as the data systems subject matter expert. This position reports directly to the CIO.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • With the assistance of the WRS legal, accounting, and investment departments, the Operational Risk Officer will review and successfully execute investment-related business forms and agreements. Monitor the status of existing money manager accounts and submit operational and business reports.

  • The Operational Risk Officer will respond to data requests from stakeholders and interested parties, and serve as the primary point of contact for incoming and outgoing operational communications for the investment department.

  • Manage and direct the work of multiple investment operation vendors and consultants; this will include working with legal counsel on the execution of agreements, monitoring the work of vendors, and recommending amendments as necessary.

  • Calculate monthly investment performance estimates and reconcile returns with external third parties.

  • The Operational Risk Officer will directly oversee the work of the WRS risk system consultant and manage the existing risk measurement models. This includes reviewing and providing a high-level analysis of risk reports and metrics, monitoring portfolio risk levels relative to established policy, reporting findings, and reviewing the accuracy and consistency of data created and shared between internal and external sources.

  • Coordinate with the investment team to prepare, compile, and review presentation materials for the WRS Board of Directors, legislature, and constituents, as well as ad hoc project requests related to business and operational duties.

  • While working with the WRS Accounting and Audit departments, this position will coordinate and track information required for the annual external audit and the Annual Comprehensive Financial Report (ACFR).

  • Monitor the WRS portfolio for compliance with the Investment Policy Statement and existing Investment Management Agreements between the agency and external fund managers.

  • Provide oversight to processes related to the WRS Performance Compensation Plan and prepare reports analyzing statutory compliance and the accuracy of figures used to calculate the payout, if appropriate.

  • Approve capital contributions and payment of fees and expenses to external parties, and assist in facilitating the movement of funds by authorized parties.

  • Directly supervises the work of the Investment Operations Coordinator. Provides clear work directives; defines the scope of authority; and develops goals and work expectations for the department.

  • Responsible for providing sufficient training and necessary tools for their direct reports to accomplish their jobs effectively. Sets annual performance and department-specific goals and conducts performance appraisals annually.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to those with a Bachelor’s Degree (typically in Business or Finance) with 3-5 years of progressive work experience (typically in Finance, Business, or Economics)

Computer skills are essential; strong proficiency in Microsoft Office products is required. Project management and supervisory experience is preferred.

This position is highly dependent upon the working relationship with the Chief Investment Officer and Investment Team.

The position operates with a high degree of independence. Self-motivation and self-starting are important attributes.

  • Experience with Microsoft Office, Google Suite, database systems & other software applications and the ability to embrace technological advances.

  • Skilled in Communications: demonstrated ability to provide productive, professional development and coaching to staff and ability to articulate clear instruction.

  • Skilled in Leadership: demonstrated ability to set priorities, develop strategy and tactics, anticipate problems, manage resources, and coordinate activities; demonstrated skills and talent to supervise, mentor, and motivate professional development of staff.
