DESCRIPTIVE STATEMENT:

This is an exempt position under general supervision of the Stormwater Engineering Manager. The MS4 Permit Coordinator shall be responsible for development, implementation, and coordination of all aspects of the Municipal Separate Storm Sewer System (MS4) program for the City of Pueblo. The specific components of this program include public outreach, permit reporting, inspection and plan review training, development and implementation of erosion and sediment control policies, execution of the Industrial Facilities component, and coordination of the Municipal Facilities Runoff Control Program (MFRCP). This is accomplished by having a strong understanding of the City’s MS4 requirements and local, State, and National Pollutant Discharge Elimination System (NPDES) policies relating to the Clean Water Act.

DUTIES & RESPONSIBILITIES:

  • Manages the overall MS4 Program ensuring MS4s are in compliance with permit requirements as identified in applicable regulations, laws, and rules

  • Coordinates MS4 Permit requirements with other City of Pueblo departments, intragovernmental agencies, and citizens

  • Participates in stakeholder committees and corresponds with the Colorado Department of Public Health and Environment (CDPHE)

  • Conducts inspections of facilities, land, and projects under the jurisdiction of the City’s MS4 permit and performs audits of the six minimum control measures required by the permit

  • Supervises, directs, and coordinates the work of assigned staff

  • Reviews erosion and sediment control plans and Stormwater Management Plans

  • Conducts educational programs for the general public, organizations, and the regulated community

  • Manages program activities and maintains tracking of compliance issues and permit milestones

  • Develops Standard Operating Procedures (SOPs), technical resource documents, and other guidance

  • Prepares technical reports that include details of inspections, audits, and enforcement referrals

  • Performs other related duties and responsibilities as required such as responding to drainage complaints

IMPORTANT FUNCTIONS:

  • May be required to perform the duties of another classification of an equal or lower pay grade

PHYSICAL REQUIREMENTS:

The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:

  • Frequently stands and walks for prolonged periods of time to observe for safety hazards and perform daily functions

  • Uses manual dexterity to manipulate supplies, tools, and equipment

  • Uses visual acuity to read operating manuals and instructions, safely operate a vehicle and equipment, identify hazards, and perform daily functions

  • Frequently performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, balancing, and lifting up to 50lbs.

KNOWLEDGE, SKILLS & ABILITIES:

This position requires:

  • Knowledge of City Ordinances and modern construction practices in the areas of road construction and resurfacing, underground pipelines, concrete structures, earth compaction, sediment and erosion control, and Stormwater Quality Best Management Practices

  • Knowledge of applicable Federal, State, and local laws, codes, and regulations governing the administration of public utilities functions and activities

  • Knowledge of the City’s adopted stormwater design criteria

  • Ability to read and understand construction drawings, specifications, subdivision plats, stormwater management plans, drainage plans, and reports

  • Organizational and document management skills and the ability to complete and thoroughly document all inspections in a timely manner

  • Knowledge of the installation and maintenance of sediment and erosion controls and best management practices (or control measures) to mitigate pollutant discharges into drainage systems and provide testing for water quality parameters and pollutant source identification

  • Knowledge of regulatory issues, permitting standards and practices that ensure stormwater quality compliance with City stormwater quality permits, requirements, and regulations

  • Ability to enforce standards, regulations and ordinances related to stormwater pollution and illegal dumping

  • Ability to apply conflict resolution and problem-solving skills

  • Ability to deal with concerned citizens, developers, and contractors in a professional manner

  • Computer skills including knowledge of Microsoft Office software and the ability to learn basic GIS tools

  • Ability to communicate clearly and concisely, both orally and in writing

  • Ability to provide written and oral testimony in legal and administrative proceedings

  • Ability to maintain professional relationships with co-workers, developers, consultants, contractors, government agencies, and the public

MINIMUM QUALIFICATIONS:

In addition to the knowledge, skills, and abilities listed above, this position requires the following:

  • An associate degree from an accredited college or university

  • Two years of sub-professional experience in stormwater management or NPDES permit compliance/inspection

  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment

  • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification

  • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

Additionally, the selected candidate will be required to obtain the following:

  • Ability to obtain an ABET-accredited bachelor’s degree in civil engineering technology, civil engineering, environmental science, biological science, environmental engineering, environmental science, or a related field

  • Possession of Certified Inspector of Sediment and Erosion Control In-Training (CISEC-IT) certification, or ability to obtain within the first 12 months of appointment

  • Possession of Certified Inspector of Sediment and Erosion Control (CISEC) full registrant certification within 30 months of appointment

  • Possession or ability to obtain, within the first 18 months of employment, the following certifications:

  • Transportation Erosion Control Supervisor (TECS) certification

  • Stormwater Management Plan (SWMP) Administrator of Design certification

    SPECIAL CONDITIONS OF EMPLOYMENT:

Work is primarily performed indoors with frequent field and off-site outdoor site visits and inspections. Indoor work involves sitting for extended periods in an office environment with frequent exposure to distractions and interruptions. Outdoor fieldwork requires the ability to stand and walk on uneven terrain in all weather conditions. Work entails exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication and coordination with city employees, the public, and outside agencies.

All required licenses and certifications must be obtained within the timelines specified above and maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.

Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
