Summary About the Position: Serves as either a developmental or senior Mechanical Engineer, responsible for developing mechanical designs; performing technical reviews of mechanical designs developed by Architectural-Engineering firms (A-E), and resolving mechanical design problems arising during construction for a wide range of conventional and unconventional mechanical design features. NOTE: Recruitment incentives, including student loan repayment, may be offered to highly qualified candidates. Responsibilities This is a developmental position. The duties of this position lead to the full performance level of GS-0830-12. Typical GS-12 Duties: Develops mechanical design drawings and specifications (HVAC, plumbing, fire suppression, etc.) for projects containing diverse, complex, and unconventional mechanical systems and features found in vertical design and Military Construction Projects. Participates in pre-design, design review, and other technical conferences or reviews conference memoranda to clarify principal technical features of HVAC/Plumbing/Fire Protection Design and identify any special conditions. Performs HVAC engineering analysis, whole building energy modeling, HVAC equipment selection, Life Cycle Cost Analysis using Trane Trace 700, Trace 3D Plus or similar. Develops design drawings using AutoDesk Revit BIM software. Assists supervisor with planning, organizing and monitoring the work carried out by Section personnel in the predominantly assigned area. Plans and develops (or directs development by lower grade Mechanical Engineers) the mechanical design schedule and budget. Provides technical guidance to lower grade Mechanical Engineers and Technicians. Performs technical reviews of the mechanical engineering aspects (HVAC, plumbing, fire suppression) of design packages prepared by A-E firms. Provides mechanical engineering support to Construction Division in resolving mechanical problems prior to, during and after construction for Military, Civil Works and Hazardous, Toxic and Radiological Waste (HTRW) projects. The duties of this position lead to the full performance level of GS-0830-12. Incumbent may be appointed to the GS-11 or GS-12 (depending on qualifications). If selected at the lower grade, the incumbent may be non-competitively promoted to the next higher grade level of the position upon: meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience which includes experience developing Mechanical, Plumbing, and Fire Protection drawings, plans and specifications, writing technical reports and performing the technical review of mechanical, plumbing, and fire protection design products developed internally or by A-E firms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Mechanical Engineering or related discipline. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for the GS-12: Specialized Experience: One year of specialized experience which includes the study, layout, and design of Milcon projects such as: military facilities and structures including offices, warehouses, housing or the civilian equivalent; experience developing Mechanical, Plumbing, and Fire Protection drawings, plans and specifications, writing technical reports, preparing applicable portions of studies and analyses supporting project design documents, formulating and resolving design issues during construction, and experience performing or overseeing the technical review of mechanical, plumbing, and fire protection design products developed internally or by A-E firms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-12. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
