Responsibilities Analyzes and evaluates policies, procedures, guidelines, and administrative processes to resolve conventional problems and situations with readily observable conditions. Analyzes administrative systems, workflows, and reporting requirements to increase efficiency and effectiveness of local program operations. Conducts research of specific programs or issues and collects and analyzes relevant statistics and data. Collects and enters data into databases or spreadsheets. Communicates information to the public, coworkers and partner organizations. Prepares and delivers reports and briefings to managers or the supervisor on study findings and recommendations. Conducts detailed analyses and advises on the organization, methods, and procedures for providing administrative support pertaining to matters such as records, communications, directives, forms, files, and documentation Develops procedures and systems for assessing the effectiveness of programs and management processes in a land management environment Advises management on a variety of opportunities to increase organizational effectiveness and provides suggestions for their implementation. Recommends changes that meet agency and bureau initiatives and program goals, while ensuring compliance with current laws, regulations, and policy. Works with management, program leads and other analysts to ensure that information gathered is complete and technically accurate. To qualify for the GS-07 grade level, applicants must have one year of specialized experience equivalent to at least the GS-05 in the Federal Service. Examples of specialized experience include but not limited to; Preparing reports for managers and supervisors in compliance with financial records management, assisting in preparing cost comparisons, preparing summary reports for projects, collecting and entering data into spreadsheets or databases, collecting and counting fees, and providing data to the public. -OR- Education: One year of graduate level coursework towards a master's degree directly related to finance/business management. -OR - A combination of Education and Experience as described above. -OR- SAA: Directly related Bachelor's Degree and Superior Academic Achievement (S.A.A.) (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. To qualify for the GS-09 grade level, applicants must have one year of specialized experience equivalent to at least the GS-07 in the Federal Service. Examples of specialized experience include but not limited to; Reviewing and evaluating guidance on various administrative functions and procedures, identifying problem areas, and recommending actions to improve procedures, increase efficiency, and eliminate problems ensuring compliance with policy requirements. Collecting and researching data for evaluations of programs/operations. Reviewing, analyzing, producing, and interpreting reports using electronic databases. Skill and ability in applying basic fact-finding and analytical techniques to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing; Ability to present data, interpretations, and conclusions in a clear, concise, and logical manner. -OR- Education: A Master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR related LL.B or J.D. -OR- A combination of Education and Experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
