Responsibilities This position is located within the National Institute of Corrections (NIC). Serves as a Management and Program Analyst, representing all divisions of NIC, with a primary purpose of supporting the mission of the NIC in assisting Federal, state, and local correctional agencies through providing clearinghouse services, research, and support, via NIC’s Information Center, as directed by NIC’s Congressional Mandate. Develops and implements information center programs, policies, or procedures, or may assist in planning, directing, coordinating, and evaluating policy and programs. Responsible for all aspects of the management and maintenance of NIC's information resources and dissemination activities to correctional executives across the country. Provides technical advice; plans, develops, and coordinates NIC technical activities with the appropriate executives and offices at the Bureau of Prisons, (BOP) and Department of Justice, (DOJ), state correctional agencies, county correctional agencies, and tribal correctional agencies. Serves as the Web Content Coordinator for the NIC website, coordinating analyzing, evaluating, and makes recommendations on NIC's needs for hardware, software, or web-based applications to improve productivity and customer service. Education: GS-12 and GS-13: There is no substitution of education for specialized experience for these grade levels. Experience: GS-12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-12: Experience as a Contractor Officer Representative Level I (COR I); managing contracts to include reviewing new contract proposals, requests for information, market research, drafting scope of work, budget and planning, and assisting with oversight of the contract lifecycle. Experience in application of web software; recommending computer systems, design, and programming for web-based applications. Experience in assisting with projects to include planning, organizing, testing, and identifying program change requirements. Experience in administering surveys and gathering survey feedback, assisting with program audits to ensure system improvements are being accomplished or project implementation is adequate, and objectives have been met. Experience in recommending administrative actions/solutions to problems. GS-13: Experience as a Contractor Officer Representative Level II {COR II); managing high level contracts to include recommending new contracts, requests for information, market research, drafting and approving scope of work, long range budget and planning, and oversight of the contract lifecycle. Experience in the configuration, administration, and maintenance of web software; computer systems analysis, design, and programming for web-based applications; and design & development of learning management systems. Experience in managing information systems projects to include planning, organizing, testing, and identifying program change requirements. Experience in designing surveys, administering surveys, and performing program audits to ensure system improvements are being accomplished or project implementation is adequate, and objectives have been met. Experience in presenting findings, recommendations, business and/or analysis data to management/program officials. If applicable, credit will be given for paid and unpaid experience. Additional Information This position IS NOT included in the bargaining unit. The representative rate for this position is $113,751 per annum ($54.50 per hour). Special Conditions of Employment Section: The incumbent is subject to geographic relocation to meet the needs of the agency.
