Natural Resources Conservation Service Management and Program Analyst in United States

Summary The incumbent is responsible for conducting studies of financial operations, programs and organizations; developing metrics to assess program performance; developing criteria to evaluate and measure the effectiveness of program activities; and recommending improvements to planning processes, performance and organizational effectiveness. Location negotiable within the state of Utah and will be determined at time of selection. This is not a remote position. Responsibilities Supports and assists in project management activities related to contracts, monitoring funding activity/utilization, performance timelines and contractual reporting requirements. Uses qualitative and quantitative methods to conduct studies of financial operations, programs and organizations in the development of metrics to assess program performance. Assists in the formulation, determination, development and implementation of policies, processes and process improvements of project management methodology and tool sets in accordance with industry best practices. Supports project management activities through the full project life cycle processes of initiating, executing, controlling and closing out assigned projects. Assists project managers to develop project documents, facilitate and manage the project initiation, monitor and control processes to ensure projects are properly authorized and performance is in accordance with planned schedules. Facilitates project and inter-project communications, risk mitigation and issue resolution while providing recommendations for decision making, and coordinates the implementation of solutions. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level). Specialized Experience: To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing staff administrative analytical and evaluative work related to program operations, management and organizational efficiency and productivity. Examples of specialized experience include: Performing assignments, projects or studies related to administrative business operations and programs; Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives; Coordinating management analysis studies with business operation programs, goals and objectives OR Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree OR Combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. For the GS-11 level: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-9 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing staff administrative analytical and evaluative work related to program operations, management and organizational efficiency and productivity. Examples of specialized experience include: Performing assignments, projects or studies related to administrative business operations and programs; Gathering and analyzing organizational data to recommend improvements to planning processes, performance, or organizational effectiveness and efficiency; Producing analysis reports and spreadsheets to support business operations OR Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university OR Combination of graduate-level education and experience, as described above, may be used to qualify for this position. Physical Demands: The work is sedentary in nature. Typically, the employee may sit comfortably to do the work. However, there may be some physical activity such as walking, standing, bending, carrying of light items such as papers and books and driving an automobile. Work Environment: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of offices and meeting rooms, e.g., use of safe work practices with office equipment, avoidance of tripping and falling, and observance of fire regulations. The work area is adequately lighted, heated, and ventilated.
