Federal Aviation Administration Management and Program Analyst in United States

Summary Position may be assigned within the Safety Analysis and Promotion Division, System Approach for Safety Oversight, AFS-910. The Analyst performs analytical and evaluation support to include a complete range of planning, analysis, formulation, justification, presentation, execution, and review of the programs relating to the utilization, allocation, and management of program resources. Responsibilities Uses a variety of analytical techniques and methods to conduct independent and interdependent analysis for multiple aviation related 14 CFR parts. Implements the analysis by collecting and evaluating information, identifying existing or potential problems or trends, formulating alternatives, and providing recommendations. Reviews, researches, prepares, and coordinates documentation for Congressional inquiries, responses to the Office of the Inspector General (OIG), the General Accounting Office (GAO), and upper management with AVS. Final reports are directed to management within the Safety Analysis Program Office for coordination and response within Flight Standards and AVS. Supports the Flight Standards Leadership Board (FSLB), and the Offices of Air Carrier and General Aviation Safety Assurance with analysis of aviation operations by assisting in the collection and evaluation of information to identify operational and management trends, changes in financial posture, and inspection results and trends. Researches, prepares, and coordinates documentation such as correspondence, summaries, briefing packages, and reports, and presents written and verbal briefings within his/her area of responsibility. Represents the organization in discussions, meetings, and briefings with internal and external organizations and federal agencies concerning a variety of aviation safety Issues. Utilizes advanced techniques, data mining, and analytical tools in the development of solutions for internal Flight Standards business processes and to enhance standardized risk-based, data supported oversight systems. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes knowledge of management and organizational principles and practices, and of the substantive programs, goals, priorities, policies, and commitments of the assigned organization(s). Understanding of the interrelationship with other internal and external programs and activities. Thorough knowledge of laws, policies, and regulations that govern assigned, substantive programs. Ability to communicate effectively in order to respond to inquiries, provide advice and guidance, and represent the organization when working with officials of immediate and/or other organizations, managers, peers, and external customers.
