AvantGarde, LLC Human Resources Specialist (Employee Relations) in United States

POSITION SUMMARY

The AvantGarde, LLC (AG) Human Resources Specialist (Employee Relations) supports the AG client at the United States Capitol Police (USCP). The position is in the Workforce Relations Division (WRD), Office of Human Resources (OHR), which is responsible for developing, implementing, and administering the full range of human resource programs and services for both civilian and sworn employees. This is a Full-time position and is telework eligible, 3 days remote and 2 days onsite.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Serves as the OHR’s representative and works directly with and provides technical guidance, advice, and counseling to management officials at all levels, including senior leaders and supervisors, to provide subject matter expertise regarding leave management (LWOP, AWOL), and Family and Medical Leave Act (FMLA), Paid Parental Leave, military leave, and other leave issues, performance management, labor relations, and official time, and workplace flexibilities to include telework, alternative work schedules, and compressed work schedules and other assigned programs.

  • Assigns, coaches, trains, and counsels’ management on day-to-day administration of programs, policies, and options.

  • Provide technical advice and guidance to resolve complicated and sensitive OHR issues with sometimes conflicting priorities and adeptly delivers information that may be hard to accept in a diplomatic manner.

  • Plans and carries out projects and studies to identify and resolve problems pertaining to various workforce relations program areas.

  • Advise on ER matters and establishes, maintains, records, and tracks employee relations inquiries and associated case documents.

  • Plans, organizes, and directs activities ensuring management officials, and the Agency complies with legal and regulatory requirements and meets customer needs.

  • Advises and provides counsel to employees regarding policies, procedures, management directives and various related topics such as leave, benefits, time and attendance, Family and medical Leave (FMLA).

  • Drafts and prepares a variety of documents to determine the best methods and techniques to be proactive in meeting USCP’s needs.

  • Reviews routine to complex complaints, grievances, fact finding and/or personal interviews to advise management of alternative and optional approaches to resolve situations.

QUALIFICATIONS, KNOWLEDGE AND SKILLS

  • Minimum of 3 to 5 years of experience working in Federal Employee Relations case work specifically including extensive knowledge of a variety of regulations, policies, and procedures regarding leave management (FMLA, Paid Parental Leave, military leave, and other leave issues, official time, telework policy

  • Experience interpreting leave management and FMLA regulations and policy to interpret guidelines and to provide advice and assistance to employees, and managers on these programs.

  • Skill and ability in written and oral communication techniques

  • Skill in gathering assembling and analyzing information, drawing conclusions, and recommending ways to improve the effectiveness and efficiency of assigned programs.

  • Skill in applying human resources management theories, principals, practices, policies, regulations, and concepts to recommend implementing procedures, to ensure that current and guidance is properly and consistently applied.

  • Ability to conduct program analysis, research and provide advisory services associated with issues of moderate to complex scope.

  • Possesses exceptional customer service skills and demonstrates patience and understanding when responding to employee needs and concerns.

  • Takes great care to keep and store employee personal matters in protected, sensitive systems and protects personally identifiable information in alignment with agency protocols.

  • Ability to collect, review, evaluate and interpret information to include correspondence with employees, agency leadership, medical practitioners, and investigators, as necessary.

  • Ability to input and retrieve data, prepare analyses, and present recommendations to employees, management, supervisors, or others as may be appropriate.

  • Experienced with Microsoft Office Suite software programs (Outlook, Excel, Word).

Other Specifications*

  • Operation of a PC in a home office environment.

  • This is a primarily sedentary position.

  • Some bending, light lifting may be required.

  • Must work on a pre-arranged and approved schedule within normal work hours (i.e., between the hours of 7 a.m. – 6 p.m.).

  • Must pass a standard USCP suitability check.
