Job Summary

Under administrative direction, is responsible for planning, directing, managing and overseeing affordable housing policy development and production as part of the housing system that is coordinated across sectors in San Antonio. Aligns services, regulations and funding

requirements to increase the efficiency and accountability of the coordinated housing system. Coordinates assigned activities with other City departments and outside agencies; and provides highly responsible and complex administrative support to achieve project goals and

objectives. Exercises direct supervision over assigned staff.

This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Oversees and coordinates all housing activities and functions for areas of responsibility to include housing development programs, Low Income Housing Tax Credit, Accountability Dashboard and the Affordable Housing Plan(s).

  • Oversees and coordinates all housing rehabilitation and production programs such as the Owner Occupied Rehabilitation Program, Minor Home Repair Program and Under 1 Roof Replacement Program.

  • Manages the collection of housing data from all housing agencies in San Antonio and Bexar County to include providing City housing production data for city programs.

  • Provides recommendations for dedicated revenue source(s) to fund affordable housing and for program implementation with those dedicated funds.

  • Manages the collection of housing data from all housing agencies in San Antonio and Bexar County to include providing City housing production data for city programs.

  • Provides recommendations for dedicated revenue source(s) to fund affordable housing and for program implementation with those dedicated funds; risk mitigation fund policy to limit displacement by private or public funded projects.

  • Manages the creation and completion of housing projects, policies and reports; provides recommendations for implementation under the direction of the Director or Assistant Director.

  • Manages the development and implementation of goals, objectives, policies and priorities for the assigned services area and allocates resources accordingly

  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures for assigned areas of responsibility

  • Establishes and ensures compliance with the City's policies and procedures.

  • Acts as a resource to and liaison between City Departments within CoSA as well as external contacts.

  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established CoSA policies, procedures and guidelines.

  • Performs related duties and fulfill responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Five (5) years of increasingly responsible experience in public administration, urban planning, real estate development, construction management, architecture, finance, or a related field.

  • Two (2) years of supervisory experience.

  • Valid Class "C" Texas Driver's License.

Preferred Qualifications

  • Experience managing homeowner rehabilitation programs including but not limited to minor / major home repair and rental rehabilitation.

  • Experience with compliance of residential development codes

  • Experience working with grant funded housing projects to include reporting metrics, budget development and grant compliance.

  • At least two (2) years of experience working with vulnerable populations.

  • Five (5) years of supervisory experience.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Knowledge of neighborhood and housing services, urban development housing management, and related budgeting.

  • Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations.

  • Knowledge of public administration practices and local government issues.

  • Knowledge of management and supervisory principles and techniques.

  • Skill in utilizing office equipment and associated software programs.

  • Ability to meet aggressive deadlines and manage multiple priorities.

  • Ability to analyze and present complex projects, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

  • Ability to prepare clear and concise administrative and financial reports.

  • Ability to interpret, apply and implement Federal, State and local policies, procedures, laws, and regulations.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with City staff and officials, other governmental officials, community groups, the general public, and media representatives.

  • Ability to perform all the physical requirements of the position with or without accommodations.
