GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Fuel Tax Examiner located in Cheyenne, Wyoming. This position ensures Wyoming receives the motor fuel tax revenue it is legally entitled to by balancing, reconciling, analyzing, interpreting, auditing fuel tax returns and refund requests to reduce evasion and administrative costs and improve compliance.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Performs monthly desk audits of moderately complex to complex motor fuel tax returns for approximately 25 licensed distributor, importer, and exporter taxpayer accounts
Ensures accurate and timely reporting of fuel transactions and the collection, posting, and distribution of motor fuel revenues to properly maintain Wyoming's streets, roads, highways, and airports
Performs technical tasks, including the licensing and registration of vendors, contractors, and wholesalers
Reviews complex tax returns for accuracy and determine the appropriate disposition based on the status of the return
Contacts vendors to discuss and resolve problems with the vendor accounts, including delinquency issues, rejected returns, lien filings, missing information, and other account issues
Enters and adjusts audits upon receiving preliminary findings from the Department of Audit
Balances reconciles, analyzes, interprets, and audits tax returns
Generates management reports
Maintains tax information databases
Generates legal documents that are appealable
Interprets and applies Wyoming State Statute's fuel tax law, rules and regulations, and policies and procedures in the audit process of fuel tax returns to determine fuel ownership, tax liability, and proper reporting of end-use destinations for tax distribution purposes
Prepares billing statements for the collection of outstanding taxes due
Verifies and processes refunds for reimbursement to taxpayers
Qualifications
KNOWLEDGE:
Knowledge of Generally Accepted Accounting Principles (GAAP)
Knowledge of Microsoft Office Suite and mainframe computer software programs
Knowledge of Wyoming State Statutes, fuel tax laws, rules and regulations, and policies and procedures
Knowledge of methods used in the determination of liability
Knowledge of basic mathematics
Skill in problem-solving and critical thinking
Skill in judgment and decision making
Skill in oral and written communications
Skill in fiscal processing and accounting, auditing, and bookkeeping practices and procedures
Skill in analysis and evaluation of data and information
Skill in research techniques
Ability to work cooperatively with other people

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-1 year of progressive work experience (typically in Tax Examination)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Tax Examination)

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
