General Summary

Contribute to the delivery of the Department of Public Works mission in providing professional public works services to manage natural and built systems, and foster community health, safety, and sustainability. The Department of Public Works is seeking qualified candidates to be considered for the position of Fleet Manager who are highly motivated and who strive for success by demonstrating Charlottesville's Core Values of Commitment, Integrity, Respect, Innovation, and Collaboration.

The preferred hiring amount is between $92,108.00 - $115,134.39 Annually . Starting offer is based on applicable education, experience, and internal equity. This is a full-time, exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement (up to $34 a month), tuition reimbursement (up to $3,000 per fiscal year), and continuing education/training opportunities.

  • The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met.     The Fleet Manager performs technical and administrative work overseeing the operation and maintenance of the City Fleet Division including directing and coordinating the repair, preventative maintenance, and/or acquisition of the City's fleet facilities, motor vehicles and equipment. This position is also responsible for supporting implementation of the City's Climate Action Plan by working to build a sustainable green fleet.

    This position is responsible for the supervision of Fleet Division personnel. Primarily and most frequently the work done here is performed as leader or director with broad functional areas and more expertise and strategic focus. Work is performed under the regular supervision of the Public Works Director.

Essential Responsibilities and Duties

  • Plans, organizes, schedules and monitors the maintenance, repair, and servicing of motor vehicles and equipment.

  • Oversees the operation of the City's fuel facilities and fuel card program.

  • Develops policies and procedures for the City's Fleet program, ensuring compliance with all Federal, State, and local regulations.

  • Develops, administers and monitors programs for the replacement of motor vehicles and equipment and supporting infrastructure, with a focus on collaboration, implementation, and maintenance of a sustainable green fleet.

  • Assists in the preparation of specifications for the acquisition of motor vehicles and equipment.

  • Prepares periodic and special reports for both equipment users and management.

  • Provides technical assistance to other City divisions, departments and agencies as needed, including but not limited to committee participation.

  • Develops and administers information management systems as needed, including but not limited to SAP, FASTER Web (Asset Software), and FuelForce (Fuel Management Software).

  • Promotes environmental sustainability in operations and supports Green City initiatives including efforts towards increased resource conservation and efficiency, material/product selection, and natural resources stewardship.

  • Responsible for supporting snow and ice operations, as well as storm response including the preparation and maintenance of relevant motor vehicles and equipment.

  • Responsible for personnel matters in Fleet Division including but not limited to supervising, coaching, training, motivating, and evaluating the performance of assigned staff; disciplinary actions; and interviewing and selection processes.

  • Develops and implements training programs for Fleet personnel.

  • Provides technical advice to staff.

  • Performs related tasks as required.

Education, Experience and Skills

Education and Experience:

  • High school graduation or equivalent AND at least 7 years of increasingly responsible work experience in fleet maintenance including 2 years of fleet supervisory experience OR

  • Technical or Trade school certificate in automotive maintenance AND at least 5 years of increasingly responsible fleet maintenance experience including 2 years of supervisory experience OR

  • Bachelor's degree or higher AND at least 3 years of increasingly responsible work experience in fleet maintenance including 2 years of supervisory experience.

Special Requirements:

  • Possession of a valid, appropriate driver's permit issued by the Commonwealth of Virginia.

  • Certified Public Fleet Professional (CPFP), or ability to earn within one (1) year of employment.

Knowledge, Skills, and Abilities:

  • Comprehensive knowledge of the principles and practices used in the operation, maintenance and repair of motor vehicles and equipment;

  • Comprehensive knowledge of the principles and practices of the management of a fleet;

  • Comprehensive knowledge of the principles and practices of automotive repair shop management;

  • Thorough knowledge of the characteristics and uses of management information systems;

  • Comprehensive knowledge of the hazards and safety precautions of large scale shop operations;

  • Knowledge of Microsoft Office programs and other office-oriented software;

  • Reading comprehension to read and understand standard business English and basic arithmetic skills.

  • Skill in the use of Microsoft Office Suite software such as outlook, word, and excel as well as agency specific software applications;.

The majority of time spent in this position involves indoor work in an office environment, however work in the Fleet shop and/or field may be required with to extreme temperatures, extreme or inclement weather, gases/gas leaks, fumes/airborne particles, fuels, and allergens. This position requires the regular use of or is subject to sitting; standing or walking; lifting or carrying; pushing or pulling; pinching, picking, or typing; holding, handling, or grasping; climbing; balancing; stooping; kneeling; crouching; crawling; reaching overhead; reaching at or below shoulder level; repetitive motion; hearing and talking; moving mechanical parts; and driving a city vehicle. The noise level is usually moderate, but may be loud during work in the Fleet shop.

This position is subject to emergency on-call and/or weather-related emergency on-call. Position may be required to work flexible hours, be available via phone, and/or attend meetings on evenings/weekends.

  1. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.

  • Choose from two options:

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.

  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
