Defense Finance and Accounting Service FINANCIAL SYSTEMS SPECIALIST in United States

Summary Who may apply: Current, permanent DFAS employees in the competitive service and eligible DoD PPP Military Spouse preference applicants. Responsibilities Serves as an expert specialist responsible for planning, development, coordination, implementation, analysis, management, monitoring and prioritization of Robotic Process Automation (RPA). Serves as functional expert on related program/project management issues and the coordination of proposals and action plans with stakeholders. Conducts agency-wide testing, maintenance, and tracking of RPA and Identifies the need for improvement in economy, efficiency, and effectiveness. Conducts research and documents trends for purposes of reporting and providing RPA executive summaries for all levels of agency leadership. Ensures all developments are properly aligned and in compliance with DFAS, DoD and all applicable financial management policies and procedures. Serves as liaison with other systems or offices, which interact with RPA, to ensure that all requirements and expectations are identified and addressed. Provides guidance and expert advice to both functional and technical RPA stakeholders, team members, specialists, analysts, and various echelons of management and other agencies. Implements effective internal controls over RPA. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Performing expert analysis and evaluation of financial management procedures, policies, and regulations and serve as a staff expert and advisor to senior management; analyzing the most complex situations and/or conditions to identify deficiencies and provide corrective actions in financial policies, procedures, operations or systems; recommend and implement improvements to increase the effectiveness and efficiency of internal controls programs across financial operations. Elicit, document, and convey functional requirements for process automations. Collaborate with end users and technical staff to design, develop, test, and deliver process automations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Telework availability will be based upon the mission requirements and supervisory determination. We may use this announcement to make a temporary promotion. For some positions, the temporary promotion may be made permanent without further competition. Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment. A one year probationary or trial period may be required. This position is covered by a bargaining unit. (See DoD Instruction 1400.25, Volume 300, here) This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
