Defense Finance and Accounting Service FINANCIAL MANAGEMENT ANALYST in United States

Summary Who may apply: Current, permanent DoD Federal Civilian Employees in the competitive service, eligible Defense Cyber Excepted Service Employees, eligible Priority Placement Program DoD Military Spouse Preference applicants, eligible PPP applicants, and current DoD VRA employees. The duty station of positions will be assigned at the time of a job offer and pay will be set in accordance with the duty station. Responsibilities Performs random reviews of disbursements to determines accuracy, reasons for inaccuracies, corrective action and recommends measures to avoid future pay disparities for post pay review programs such as Military pay of entitlement and deductions. Organizes, collects, analyzes and presents a variety of data, information, and statistics related to financial programs and projects based on reviews of assigned program accounts. Participates in special studies to obtain, verify, or clarify information related to various work processes. Researches and identifies problems, determines corrective actions as needed and recommends changes to procedures and practices. Analyzes and evaluates financial management systems, public laws, governing policies, guidelines, rules, regulations, and precedents. Identifies trends and works with office management to develop proper corrective actions. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06 if applying at the GS-07 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-07 level is defined as: applying Military Pay financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data and analyzing reports from Military Pay (Active/Reserve/Guard) financial systems; and researching Military Pay financial policies and laws to resolve common financial issues. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 if applying at the GS-09 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-09 level is defined as: researching and interpreting Military Pay financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from Military Pay (Active/Reserve/Guard) financial systems to identify issues and discrepancies; and researching and interpreting Military Pay financial policies and laws to resolve financial issues. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. Education GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Additional Information Moving expenses will not be paid. This position is covered by a bargaining unit. This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated. Retired Civil Service Employee: Employment of retired Federal employees receiving an annuity is subject to the requirements of the Department of Defense (DoD) policy guidance. (See DoD Instruction 1400.25, Volume 300, here) This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
