DESCRIPTIVE STATEMENT:
The Dispatch Training Coordinator is a FLSA non-exempt position under the general direction and limited supervision of the Dispatch Manager. The Dispatch Training Coordinator plans, develops, coordinates, implements, and oversees training and quality assurance/improvement programs for new and existing Communications Center personnel in the Pueblo Police Department; ensures compliance with federal, state, and/or local regulations, Police and Fire Department Policy and/or established Standard Operating Procedures (SOP’s); and assists staff in delivering high levels of service and organizational performance.

DUTIES & RESPONSIBILITIES:
ESSENTIAL FUNCTIONS:
Performs training need analysis of units and individuals for the Pueblo Police Communications Center
Plans, develops, and presents general or specialized training
Creates handbooks, manuals, visual, and audio aids for training sessions and presentations
Maintains database of training files for all Communications Center personnel and prepares reports on training activities
Assesses trainee progress and job performance directly and in concert with Communications Training Officers (CTO’s) and/or Emergency Services Dispatch Supervisors
Designs and/or implements quality assurance processes and reporting to ensure that standard operating procedures are carried out in a proper and uniform manner and in compliance with established policy and procedure
Works with Emergency Services Dispatch Supervisors to schedule, coordinate, and conduct training within the Communications Center
Performs the duties of an Emergency Services Dispatcher as required
Interacts effectively with diverse groups and individuals, calms emotional people, and displays excellent customer service skills
Reviews, drafts and/or modifies Standard Operating Procedures (SOP’s) as needed
Participates in area career fairs and community outreach events
Works with and assists Civil Service and Human Resources personnel in developing and administrating appropriate dispatcher candidate recruiting and screening mechanisms
May create Daily Training Bulletins for civilian Department personnel in accordance with Lexipol standards
Mentors, coaches, trains, and evaluates the performance of probationary Emergency Services Dispatchers
Operates radio transmitters and receivers, telephones, and other emergency communications devices
Receives administrative, emergency, and non-emergency calls via phone lines and the State of Colorado 800 MHz Digital Trunking Radio System (DTRS)
Dispatches personnel and equipment to locations where needed in accordance with prescribed guidelines such as the Pueblo Fire Department Standard Operating Procedure (SOP) Manual, Communications Center SOP, the Pueblo Police Department Manual, independent judgment, or instructions from the Dispatch Manager or other public safety personnel
IMPORTANT FUNCTIONS:
May perform the duties of similar classifications of an equal or lower pay grade
May perform other duties as assigned

KNOWLEDGE, SKILLS & ABILITIES:
Requires the knowledge, skill, and ability to successfully perform the essential duties of the Emergency Services Dispatcher classification.
Must have the knowledge of:
Police and Fire Department rules, regulations, procedures, and other applicable governmental laws and ordinances
Department policies, practices, techniques, and methods required to perform the essential functions
Policies and procedures for agencies involved with mutual aid
Locations of City streets, buildings, emergency equipment and emergency personnel
Applicable collective bargaining agreements, personnel practices, and the goals and objectives of the Communications Section, the Police and Fire Departments and the City of Pueblo
Computer access methods and procedures
Must have the skills and ability to:
Communicate clearly and concisely, both orally and in writing
Type at a speed necessary for successful job performance
Mentor, coach, train, and evaluate Communications Center personnel
Establish and strengthen coaching skills that will foster mentoring relationships and encourage teamwork within the Communications Center
Apply the theory of adult learning
Utilize computer desktop applications to produce training manuals, handbooks, brochures, and visual aids
Present a wide variety of training to diverse groups
Effectively establish and maintain a file and records management system

Operate radio or telecommunications receiving and transmitting equipment

MINIMUM QUALIFICATIONS:
In addition to the knowledge, skills and abilities listed above, the position requires the following at time of application:
A high school diploma, GED or higher education
At least two (2) years of satisfactory experience in public safety dispatching
At least one (1) year of satisfactory experience as a Trainer in a public safety dispatch center
A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
Emergency Medical Dispatch (EMD) certification through the International Academies of Emergency Dispatch (IAED) is preferred
International Academies of Emergency Dispatch (IAED) Quality Improvement Certification (ED-Q) is preferred
Illegal drug usage, as described below, at the time of application may be cause for disqualification:
- Any use of marijuana within 1 year prior to the date of application;
And/Or;
- Any usage of any illegal drugs other than marijuana (i.e. heroin, cocaine, LSD, amphetamines, steroids, or other illegal drug as defined in schedules I through V of Section 202 of the Controlled Substances Act) within two (2) years prior to the date of application.
SPECIAL REQUIREMENTS:
New City of Pueblo Police Department employees must be willing to submit to and pass the following requirements:
Comprehensive background investigation
Polygraph
Psychological examination
Drug screening
Physical examination
Attendance of a 2-hour orientation in the City of Pueblo Communications Center
CritiCall 911 Public Safety Dispatcher Pre-Employment Test (must pass both the Overall Non-Data Entry and Overall Data Entry (2827keystrokes-per-hour KPH) sections of the exam).
SPECIAL CONDITIONS OF EMPLOYMENT:
Individual will be exposed to highly stressful emergency situations where injury or death may occur as a result of an error. May be required to work for extended periods of time with little mobility.
Individual may work shifts in accordance with the PAGE Collective Bargaining Agreement. Weekend and holiday work may be required to accomplish necessary training and testing in a 24/7/365 work environment.
The selected individual must achieve Emergency Medical Dispatch (EMD) certification through the International Academies of Emergency Dispatch (IAED) within six months of employment.
The selected individual must achieve International Academies of Emergency Dispatch (IAED) Quality Improvement Certification (ED-Q) within a reasonable time frame as determined by the Dispatch Manager.
The selected individual must be able to obtain an Operator Security Number (OSN) through the Colorado Bureau of Investigation (CBI) within the first three months of employment.
All required licenses and certifications listed above must be maintained throughout the term of employment. Failure to obtain or maintain the required licenses and certifications, in addition to the required knowledge, skills and abilities listed for this position may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
