GENERAL DESCRIPTION:

The Deputy Chief Information Officer Deputy (CIO) is a key leadership role within the Department of Enterprise Technology Services (ETS), responsible for assisting the Chief Information Officer (CIO) in providing strategic direction, leadership, and management of the ETS operations directly supporting the Executive Branch, Boards, Commissions in addition to services for K-12 and higher education institutions. The Deputy CIO plays a critical role in ensuring that ETS meets the agency’s goals and objectives, driving innovation, enhancing service delivery, and maintaining a secure and resilient IT infrastructure.

ESSENTIAL FUNCTIONS:

Strategic Leadership

  • Collaborate with the CIO to develop and implement ETS and the State of Wyoming's IT strategy.

  • Oversee the alignment of ETS and the State of Wyoming's initiatives with organizational goals and business objectives.

  • Lead and mentor IT teams to ensure effective project management, service delivery, and continuous improvement.

  • Serve as a key advisor to the CIO on all matters related to IT operations, cybersecurity, and emerging technologies.

IT Operations Management

  • Oversee day-to-day IT operations, ensuring the delivery of reliable, efficient, and secure IT services.

  • Manage and optimize IT infrastructure, applications, and systems to meet the needs of the State.

  • Ensure the successful implementation and integration of IT projects across State agencies.

  • Monitor and report on IT performance metrics and implement improvements where necessary.

Vendor and Budget Management

  • Assist in the management of IT budgets, ensuring cost-effective use of resources.

  • Oversee vendor relationships, contract negotiations, and procurement of IT services and products.

  • Evaluate and recommend new technologies and services to enhance IT capabilities.

Stakeholder Engagement

  • Collaborate with agency heads, executives, and external stakeholders to understand their IT needs and provide appropriate solutions.

  • Communicate IT initiatives, policies, and procedures effectively to all levels of the State.

  • Represent the IT department in cross-functional meetings and projects.

Talent Management

  • Support the recruitment, development, and retention of IT staff.

  • Foster a culture of collaboration, innovation, and continuous learning within the IT department.

  • Provide coaching and professional development opportunities for IT team members.

Digital Transformation Leadership

  • Lead digital transformation initiatives to modernize legacy systems and processes.

  • Identify opportunities for leveraging emerging technologies such as AI, cloud computing, and data analytics to enhance operational efficiency and service delivery.

  • Drive the adoption of digital tools and platforms across the State, ensuring alignment with business goals.

Change Management and Organizational Development

  • Develop and implement change management strategies to support IT initiatives and minimize disruption to business operations.

  • Work closely with HR and other departments to manage the impact of technology changes on the workforce.

  • Facilitate training and development programs to ensure employees are proficient with new systems and technologies.

Innovation and Continuous Improvement

  • Foster a culture of innovation within the IT department by encouraging creative problem-solving and the exploration of new technologies.

  • Evaluate and implement process improvements to enhance IT service delivery and operational efficiency.

  • Lead initiatives to identify and eliminate redundancies, streamline workflows, and optimize resource utilization.

Qualifications

PREFERENCES:

Preference for candidates with prior experience in managing IT operations within a state government or large public sector entities. Understanding the unique challenges, regulations, and processes involved in public sector IT is highly desirable.

Demonstrated experience leading large-scale IT transformation initiatives within a state or government context. This includes modernizing legacy systems, implementing enterprise-wide solutions, and driving digital transformation.

Proven ability to collaborate with a diverse range of stakeholders, including state agency leaders, legislators, external partners, and the public. Strong communication and negotiation skills are preferred to effectively represent the IT department’s interests and drive cross-agency initiatives.

KNOWLEDGE:

  • In-depth understanding of state-specific IT governance frameworks, policies, and procedures. This includes knowledge of how IT is structured within the state government, decision-making processes, and the roles of various state agencies in IT governance.

  • Strong knowledge of public sector budgeting processes, financial management, and funding cycles. This includes understanding how to develop, manage, and optimize IT budgets within the constraints of state government funding.

  • Knowledge of emerging technologies, such as cloud computing, artificial intelligence, blockchain, and data analytics, and their application within the public sector. Understanding how to leverage these technologies for digital transformation in government services is critical.
