Summary You will serve as a Contracting Officer in the Business Directorate of SUPERVISOR OF SHIPBUILDING BATH. You will serve in a Senior Contract Specialist capacity to provide technical assistance and establishment of work schedule for team members. Salary range will depend on the location: Bath, ME: $116,820 - $151,870 Mayport, FL; Marinette, WI; Sturgeon Bay, WI: $103,409 - $134,435 San Diego, CA: $117,776 - $153,113 Responsibilities You will provide technical assistance and establishment of work schedule for team members. You will ensure sufficient funds are available for obligation and ensures contractors receive impartial, fair and equitable treatment. You will coach, facilitate, and solve work problems as they participate as part of the team. You will perform as a business manager and lead members of Government and contractor teams, to include project managers, project engineers, technical personnel, legal advisors and contract personnel. You will provide expertise in life cycle acquisition by furnishing advisory, planning, and compliance services and to develop acquisition streamlining procedures for implementation on projects or programs. You will negotiate settlements with contractors and closes out assigned contracts, ensuring that all unliquated obligations are removed from the contract. You will make unilateral determinations on disagreements or claims against the government subject to the disputes provision of the contract. You will advise sector chiefs and other levels of higher authority on status of specific contracts, furnishing authoritative advice on various problems and issues. You will serve as advisor to program officials in procurement planning meetings. You will perform detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations. You will conduct preproposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. You will serve as a senior contract specialist leader, chief negotiator, and coordinator for the administration of complex shipbuilding contracts. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a Professional Contract Specialist coordinating contracting functions or activities (e.g. contract awards, proposals and solicitations, cost/price analysis, contract performance, negotiation and administration) for the procurement or acquisition of goods or services. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
