Summary You will serve as a Contracting Officer in the Business Directorate of SUPERVISOR OF SHIPBUILDING BATH. You will perform as the focal point for all contractual actions and phases of the program. Salary range will depend on the location: San Diego, CA: $139,176 - $180,931 Mayport, FL; Marinette, WI; Sturgeon Bay, WI: $122,198 - $158,860 Bath, ME: $138,046 - $179,462 Responsibilities You will plan, develop, and execute the contractual strategy for the overall acquisition program You will guide junior contract specialists and participates in the analysis of the requirements and ensures clear articulation of Government requirements in the solicitation. You will develop pre-negotiation position, determine the type of contracts and negotiation authority to be used, and prepares justifications as necessary. You will participate as lead negotiator of multi-disciplined Government negotiation teams and directs the analysis of the team evaluations. You will make decisions, as an agent of the Government, based on laws, statutes, regulations coupled with sound business judgment. You will ensure compliance with the provisions of laws, regulations, and policies. You will serve as principal contracting advisor to the program management office and represents the agency as the programs contractual authority at conferences and meetings. You will maintain a continuous up-to-date awareness of all aspects of procurement and contract administration. You will identify potential problems and provide advice and guidance for a course of action to resolve problems. You will communicate and distribute work assignments and adjustments as necessary to accomplish mission. You will explain and defend contractual actions to all levels of higher authority as requested or required. You will provide expertise in life cycle acquisition by furnishing advisory, planning, and compliance services and develops acquisition streamlining procedures for implementation on projects or programs. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Contract Specialist managing contracting functions or activities (e.g. contract awards, proposals and solicitations, cost/price analysis, negotiation and administration) to ensure the procurement or acquisition of goods or services. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
