GENERAL DESCRIPTION:

This position will perform specific services necessary to facilitate benefits for Wyoming National Guard state-funded programs. This position primarily facilitates the Educational Assistance Plan and state-funded disbursement of funds for tuition and fees for authorized members of the Wyoming National Guard in accordance with W.S. 19-9-501 thru 19-9-504. The duties provide necessary services to support members of the Wyoming National Guard to improve recruitment into the Wyoming National Guard, educational and training skills for retention and promotion in the state militia, and civilian employment as citizen soldiers and airmen.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Review, validate, and approve requests for payment of tuition and mandatory fees to authorized post-secondary educational institutions.

  • Use various Wyoming National Guard personnel management products to update data and identify potential separations and transfers to ensure completion of service requirements in accordance with statutes, rules, and policy.

  • Maintain data to identify personnel in the program and validate continued eligibility.

  • Import applications, attach documents, export attachments to permanent files, and create links to preserve program size.

  • Approve applications and generate email notifications with approval report attachments to schools and students.

  • Reject applications based on non-eligibility and notify individuals and schools.

  • Determine pending separations and validate intent to extend or reenlist.

  • Process school invoices, validate billings, and update utilization data.

  • Document student invoices and individual charges to members.

  • Use forms to input data.

  • Create and run queries, macros, or modules to update and extract data.

  • Notify members of waiver or repayment requirements.

  • Track waiver request submissions.

  • Coordinate and distribute requests for waiver or repayment to the Educational Assistance Plan Board for concurrence or recommendations.

  • Consolidate recommendations and prepare waiver letters and supporting packages for the Adjutant General.

  • Notify members of waiver determination and/or assessment.

  • Prepare and send promissory notes to the member and the Deputy Director for signatures.

  • Establish repayment records to document and monitor payments as established by the promissory note.

  • Review monthly budget reports to reconcile database input for accuracy.

  • Develop necessary forms, reports, and queries to monitor individual and total program expenditures and receipts in various categories.

  • Provide technical assistance to student and unit users for registration, applications, and verifications.

  • Prepare, modify, update, and present education and training-related briefings to students, military personnel, and/or school staff members.

  • Protect Privacy Act data collected in the administration of, or access to, all programs.

  • Attend mandatory training as directed by the Deputy Director and attend optional training as approved.

  • Prepare and submit utilization and financial reports as requested by the Adjutant General and other interested parties, including, but not limited to, the Educational Assistance Plan Advisory Board, the Deputy Director of State Affairs for Legislative budget action, and the Military Department Public Affairs Division.

  • Prepare utilization reports from the Military Assistance Trust Fund database for quarterly review by Command Staff and attend meetings as a technical advisor.

Qualifications

KNOWLEDGE:

  • Has knowledge of: Wyoming State Statutes, Administrative Rules, State fiscal and budget process, requirements for certificates, undergraduate, and advanced degrees, unofficial or official transcripts and degree plans, military grades, acronyms, unit structure, and general military service requirements, military processes, GI Bill entitlements, Department of Defense forms, financial aid procedures, billing and invoicing processes, database and website administration.

  • Skilled in: Word processing, spreadsheets, presentation software, educational counseling and advising, research, composition, typing, MS Access database development.

  • Has the ability to:

  • I nteract easily with education officials and students, as well as government agencies and ranking military members.

  • Establish priority of work assignments and ability to work independently.

  • Capacity to organize and plan work, analyze situations, and resolve problems.

  • Communicate orally and in writing.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

0-3 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Senior Benefits and Eligibility Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Senior Benefits and Eligibility Specialist
