Summary This position serves as an Archaeologist in a Bureau of Land Management district office, field office, or National Monument in North Bend, Vale, or Baker City, Oregon. The incumbent performs professional work in heritage resource management and train entry-level archaeologists and oversee or monitor work completed by lower graded personnel. Salary Range for GS-09: $59,966 - $77,955 Salary Range for GS-11: $72,553 - $94,317 Responsibilities Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. The incumbent performs professional work in heritage resource management within the framework of BLM's mutiple use mission. At this grade level, the incumbent applies a professional knowledge of archeological principles, theories, concepts, methods, and techniques to perform a variety of complex assignments related to heritage resource management. Conducts inventories to locate heritage resources and determine impacts due to developmental activities in accordance with applicable federal laws, regulations and policies. Provides professional recommendations on the significance of archeological sites, historic or prehistoric structures, or objects identified during surveys. Conducts site testing or excavation, as appropriate. Prepares professional reports and studies and reviews reports made by others, ensuring all reports are adequate to meet compliance requirements of legislation, regulation, and needs of BLM management. Informs and consults with BLM management, landowners, state government officials, tribal governments, consulting parties and the public to provide information, develop opportunities for partnerships, meet legal requirements, and explain and apply new technologies. Ensures compliance with Section 106 and 110 of the National Historic Preservation Act. Recommends and/or determines eligibility of heritage resources for inclusion in the National Register of Historic Places and provides recommendations for reducing or eliminating adverse project impacts. Writes and prepares heritage and paleontological resource input for portions of environmental documents such as environmental assessments and planning documents, and coordinates with other specialists for multiple use documents, in accordance with the National Environmental Policy Act and Federal Land Policy and Management Act. Reviews plans and projects to assure coordination, evaluation, or protection of heritage and paleontological values. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience and/or education requirements described below. You must meet the BASIC Requirement AND meet the ADDITIONAL Requirement in order to qualify for this position. BASIC Requirement for the 0193 series: A. Education 1. Degree that included three (3) semester hours each in the following course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; -AND- Six (6) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; -AND- Archeological field school.(NOTE: You must submit a copy of your transcripts as proof of any claimed education.) OR 2. Related Curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A. (including archeological field school). NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR 3. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine the your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.) OR 4. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. AND ADDITIONAL REQUIREMENT: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting routine archeological inventories to include site testing and excavation; (2) documenting, analyzing, and/or reporting curatorial data; (3) interacting and/or providing heritage resources information to various groups such as the management, land owners, state and tribal government officials, and the public; (4) carrying out educational and outreach programs to schools and community events. OR Education: Have two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree that included a major field of study or specific course requirements generally as stated in the basic requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You MUST submit a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-11: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) implementing heritage resource management strategies in accordance with National Historic Preservation Act and other regulations; (2) documenting, reporting, or determining the importance of curatorial data and archeological inventories; (3) recommending strategies to mitigate/eliminate heritage resource conflicts; (4) collaborating with various consulting parties and the public to provide information, develop partnerships, or apply new technologies. OR Education: Successfully completed three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree at an accredited college or university indirectly related fields. Course work must clearly provide applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. (NOTE: You MUST submit a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts as proof of any claimed education. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to travel overnight away from home occasionally. You must be eligible to obtain a government charge card for travel purposes. A driver's license is required in order to perform field work. This position is offering a Relocation/Recruitment Incentive of up to 25% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee employed with the Federal Government and be willing to work directly from the BLM OR/WA office in Baker City, North Bend, or Vale Oregon location (not remote). The selectee's current duty location must be more than 50 miles from the duty location of this position. Physical Demands: Field work routinely requires physical exertion such as lifting up to 40 lbs., long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping or reaching; using hand tools such as shovels, trowels, or screening device; and lifting of moderately heavy items such as equipment and samples. Some travel and extended days in the field may be required. Working Conditions: The work regularly involves moderate risks or discomforts which may require special safety precautions e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles.
