Summary This position is a Administrative Officer, GS- 0341-9/11 working for the R6-Assistant Regional Director-Ecological Services. Duty location is restricted to Region 6 field offices in the following states; Colorado, Kansas, Montana, Utah, Wyoming, Nebraska, North Dakota, or South Dakota. Locality tables may be found at: Federal Pay Tables 2024 Responsibilities As a Administrative Officer your duties will include but are not limited to the following: As the principle financial advisor, analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources for supported Field Office(s). Serves as an advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements and facilitating the accomplishment of various human resource management programs. Provides advice and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans. Responsible for overall organizational procurement activities. Advises and assists in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Requirements Conditions of Employment Qualifications Only experience and education obtained by 07/05/2024 will be considered. In order to qualify for this position you must possess Minimum Qualifications. Minimum Qualification [GS-09] Possess one year of specialized experience comparable in scope and responsibility equivalent to the GS-07 level or higher in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Assisting in budget preparation and execution; 2) Assisting in executing and overseeing administrative functions for an organization; 3) Assisting in performing property management duties; 4) Purchasing supplies and equipment; and 5) Assisting in entering agreements. NOTE: Your resume must contain sufficient information in these areas to be found qualified. Possess a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, with a major study that directly reflects the job-related knowledge, skills, and abilities necessary to satisfy the minimum qualification requirement and perform the duties of this position. Possess a combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification [GS-11] Possess one year of specialized experience comparable in scope and responsibility equivalent to the GS-9 level or higher in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Performing budget preparation and execution duties, (e.g., estimates, projections, financial tracking, redistribution, monitoring, reconciling and reporting); 2) Acting as primary point-of-contact for an organization for all administrative issues, (e.g., processing personnel actions, records management, time and attendance, and processing travel authorizations and vouchers); 3) Performing property management duties to receive, track and inventory high value assets; and 4) Overseeing all purchasing of supplies and equipment and advises on the best process to procure items. Possess a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related, with a major study that directly reflects the job-related knowledge, skills, and abilities necessary to satisfy the minimum qualification requirement and perform the duties of this position. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
