GENERAL DESCRIPTION:

The Wyoming Department of Workforce Services is seeking a qualified and motivated individual to serve as an Accounting Manager within our Workforce Standards Fiscal Division. This position will provide leadership and coordination in the administration, business planning, accounting, and budgeting efforts of the unit. This position and associated funding are highly complex and require the ability to project the long-term financial picture of the unit as accurate reporting and projections are critical to the success of the program.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Performs high-level fiscal analysis and accurately projects the short and long-term financial position for the division totaling over $72 million on a biennial basis.

  • Responsible for day-to-day functionality of the Standards fiscal unit including supervision of fiscal staff, management of internal controls, and establishing procedures and methods of operation.

  • Ensures data integrity. Enforces state rules and policies including personnel, budgeting, procurement, public record laws, and all aspects of accounting.

  • Collaborates with program staff to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations.

  • Assists Chief Financial Officer with biennium budget preparation. Compiles financial data for Executives, Administrators, Program Managers, and other parties as needed.

Qualifications

KNOWLEDGE:

  • Experience in strategic planning and execution.

  • Knowledge of contracting, negotiating, and change management.

  • Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles.

  • Knowledge of automated financial and accounting reporting systems.

  • Knowledge of federal and state financial regulations.

  • Ability to analyze financial data and prepare financial reports, statements, and projections.

  • Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects.

  • Ability to participate in and facilitate group meetings.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

2-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant

OR

Education & Experience Substitution:

5-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant
