GENERAL DESCRIPTION:
The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking an Accountant in our Grants and Loans section. This position is responsible for assisting with the administration of the Agency's statutorily authorized grant and loan programs, including, but not limited to, the following: Clean Water State Revolving Fund Loans (CWSRF), Drinking Water State Revolving Fund Loans (DWSRF), Mineral Royalty Grants (MRG), County Wide Consensus Grants (CWC), Transportation Enterprise Account Grants & Loans (TEA), Joint Powers Act Loans (JPA), Hydro-Power Development Loans, Aeronautics Loans, Municipal Solid Waste Cease and Transfer Grants & Loans (MSW). This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Works with various state and federal agencies while assisting eligible applicants in meeting program requirements and deadlines successfully.
Reviews construction activities to ensure efficient, proper, and timely use of program funds.
Reviews requests for reimbursement related to eligibility and reasonableness.
Researches and analyzes data.
Prepares, analyzes, and interprets fiscal information and may carry out special studies.
Monitors grantees/borrowers for compliance with grant or loan regulations and provides assistance when required.
Ensures statutory compliance by internal and external stakeholders.
Qualifications
KNOWLEDGE:
Knowledge of state statutes, policies, and regulations.
Knowledge of the construction industry, including billing practices.
Knowledge of purchasing procedures.
Knowledge of internal control processes.
Skills in effective oral and written communication.
Skills using Microsoft Excel, Word, and PowerPoint.
Ability to analyze information and solve problems.
Ability to work independently and as part of a team.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
