DAI is recruiting candidates foran anticipatednew USAID privatesectorproject – currently calledSTRONG– whichwill serve as USAID/Ukraine’s flagship trade and competitiveness project from 2024 to 2029. The award, which is expected to range between $50-$100 million,will build on the work of the Competitive Economy Program (CEP), which is scheduled to end in October 2025, and will be a majorcomponentof USAID’s Economic Stability and Recovery Initiative (ESRI). The new award will work to foster astrongbusiness enabling environment, provide support for competitive industries and firms, boost job creation, and increase exports.

Responsibilities:

The Deputy Chief of Party (DCOP) will work with the Chief of Party (COP) to manageprogram'simplementation and oversee its performanceand technicalmanagement.STRONG is expected to be a complex technical program, working with an array of private and public sector actors to improve the country’s competitiveness and support economic recovery efforts.The program is expected to deliver high volumes of technical assistance and an array of programming mechanisms (for example, grants) across its technical areas and in a number of key sectors and industries.The DCOP willensure integrated technical programming andbe responsible foroverseeing multiple technical workstreams. The DCOP willassistwith high-quality,timelyand complete submission of work plans,performance reports, etc. S/he willmaintaincommunication and momentum amongand acrossteams, closelymonitorprogress of interventions, and work withthe finance andoperationsteamto ensure that proper operational support is in place for successfultechnicalimplementation. The person in this position is expected to communicate clearly and courteously; to develop andmaintainpositive relationships with clients, consultants, collaborators, co-workers,and other donors; and ensure that the program delivers high quality technicalassistanceand deliverables.

Qualifications:

The candidate must have:

  • Experience in successful implementation of international development activities and technicalexpertiserelatedtoone or more of the following areas:sector and industrycompetitiveness;business enabling environment; inclusiveprivate sector development;tradefacilitation, market access, andexportpromotion;investmentmobilization;access to finance;small andmediumenterprise (SMEs)development;andinnovationand R&D.

  • At least 5 years of supervisory experienceon donor funded programs.

  • Ability to plan, focus on details and priorities, and meet deadlines.

  • Demonstrated abilitytoestablishstrongworking relationshipswithpublicand private sectorentities.Preferable experienceworkingwithkeystakeholders,includingtheGovernmentof Ukraine and counterpartMinistries(egMinistry of Economy and others); private sector associations and business membership organizations; civil society organizations;andothers.

  • Excellentknowledgeof written and spokenEnglish.

  • Fluencyin Ukrainian.

  • An advanced degree (master’s, PhD, JD).

  • Ability tomaintainphysical presence inside Ukraine for 75% of working days, subject to USAID policies.
