V2X Circuit Engineer in Kuwait

The Circuit Engineer shall manage, monitor and maintain radio, voice, and data switching communications equipment and networking devices. Monitors manage and maintain situational awareness of all circuit activations and deactivations under the responsibility of the RCC-SWA. Program: OMDAC-SWACA

Responsibilities

  • Provides support to the Government with the overall management of the theater Enterprise level long-haul communications systems (i.e., microwave, satellite, and fiber) and circuit/cable backbone services for the theater. Serves as the Subject Matter Expert (SME) for all multiplexer (MUX) based equipment (Promina and any future MUX based Equipment) within the assigned theater and has an in-depth knowledge of various types of MUX equipment. Regulates Theater traffic (load balance) by using network monitoring tools available (CA E-Health and SolarWinds) in order to obtain high network utilization and avoid congestion through traffic shaping, congestion control, bandwidth allocation, and flow control.

  • Works with engineers from the 160th Signal Brigade, 335th Theater Signal Command, and DISA Engineering/Implementations to engineer new circuit requirements and manipulate the existing circuit environment to ensure the most efficient use of the RCC-SWA communications resources.

  • Maintains accurate theater and regional level transport diagrams as well as site level rack elevations for all transport equipment. Updates and consolidates network diagrams for the SWA theatre.

  • Must understand and know system interfaces and how each component or switching device is integrated into the military communication network.

  • Ability to assist in troubleshooting the network from the Transportation level.

  • Understanding of MS Visio for the purpose of generating and updating Network diagrams.

  • The work environment will be 95% indoors and 5% outdoors.

  • Perform other duties as assigned.

Qualifications

  • Qualifications:

  • Education / Certifications: One-year of related experience can be substituted for one year of education if the degree is required.

  • Associate Degree or equivalent experience preferably in Computer Science or MIS, IS, Engineering or related field.

  • Experience: One year of related academic study above the high school level may be substituted for one year of experience up to a maximum of a 4-year bachelor's degree in a Software Engineering or Business Information Systems discipline for three years general experience.

  • Minimum of five years of experience in administrative, technical work, which demonstrated the ability and aptitudes, required to perform technical, managerial, or analytical work and coordination involving management information systems.

  • Tech Control Facility technicians are required to have a minimum of three years of experience working with the Promina/IDNX systems.

  • Must be familiar with DISA operations circulars, DOD circuit actions, and TSO/TSR processing requirements.

  • Must be familiar with Remedy Action Request System for trouble tickets reporting. Also, must be familiar with various encryption devices (i.e., KG-84A, KIV-7, KG-175, KIV-19, etc.).
