Title: SVP STORE OPERATIONS Location: United States-Virginia-Virginia Beach Job Number: 240002EY Job Summary: Directs all Navy Exchange retail store and services operations. Responsible for achieving operating goals, store programs and policies, merchandise selling and presentation, facilities, and customer service. Reports to the Chief Executive Officer, who provides general business goals regarding the NEXCOM mission and vision. Independently plans, implements, and directs programs and policies supporting mission objectives. Duties and Responsibilities: - Ensures Navy Exchange operations support all facets of the organization's mission, vision, and values. - Responsible for planning, developing, and implementing NEXCOM business strategies, policies, procedures, and programs for all aspects of retail store and services operations. Areas of responsibility include Retail Store Operations, Personalized Services (Haircare, Photofinishing, Optical, Flower, Video Rental, Mail Services, etc.), Food Services, Laundry/Dry Cleaning, Vending, and Automotive Services. Services businesses encompass both direct-run and contracted concession operations. Champions store-level customer service policies and programs. - Directs the implementation of Services Merchandising functions to include appraising and analyzing market offerings and trends, determining requirements, developing appropriate sources of supply, effecting buying of merchandise, negotiating with vendors, publishing merchandising information, and arranging for contracting/purchase action. - Develop short and long-term business goals, strategies, and objectives. Establishes operating budgets and goals. Develops operating standards and evaluates operating performance and financial results to maximize sales, customer value, and profit. Plans and establishes systems to monitor and control inventory levels and expenses. Initiates corrective action as necessary. - Directly, and through Regional Executives and District Vice Presidents, provides operational goals and objectives to field activity store management. Establishes, communicates, and enforces operating programs, policies, and procedures. Formally appraises performance or provides input to field activity management performance appraisals. - Oversees Logistics/Distribution organization, including VP of Distribution, 3 CONUS Distribution Centers, and 12 OCONUS Distribution Centers. Coordinates and monitors inventory balancing through stores and DCs. Ensures adequate and just-in-time fulfillment of store needs. Partners with Merchandising to ensure appropriate inventory levels are maintained and available may initiate action to optimize inventory levels as needed. - Monitors and benchmarks commercial retailing and service business practices, conditions, trends, etc., and conditions directly impacting Navy Exchanges such as local demographics, command realignments, base closures, etc. Identifies and initiates aggressive, timely action to maximize areas of business opportunity, including developing new direct run and/or contracted businesses; developing or revising store operating policies and programs; initiating changes to store organization, etc. Undertakes appropriate economic analysis of new and ongoing operating programs to ensure results are consistent with NEXCOM's financial objectives. - Select senior field store management positions. Responsible for succession planning and managing the career development of NEX store management personnel, including assessing associate capabilities and identifying training needs and opportunities. - Initiates and coordinates store construction/renovation projects and develops and implements retail and services management information systems in coordination with appropriate NEXCOM groups/divisions. - Establishes and communicates merchandise correlation, visual display, signing, etc., programs, standards, and policies to optimize in-store merchandise presentations. Ensures programmed fixture and equipment upgrade programs are developed and in place. - Coordinates store operating policies, programs, and initiatives with NEXCOM Merchandising, Distribution, Financial, and other affected divisions to ensure integration of efforts, consistent communication, and maximum program effectiveness. - Serves as an integral member of the NEXCOM Executive Committee, which establishes NEX strategic goals and tactical plans designed to support the short and long-term achievement of the corporate NEXCOM mission. Develops and maintains extensive personal contacts with senior corporate executives within the commercial retail/services business community. - Travels extensively to field activities to assess and monitor operations and provide guidance and assistance as necessary. Performs other related duties as assigned. Must be a U.S. citizen able to obtain and maintain a Top Secret security clearance. Note: The incumbent of this position is required to file a Standard Form 278 annually - Executive Branch Personnel Public Financial Disclosure Report. Qualifications: Proudly serving military service members and their families, the Navy Exchange Service Command (NEXCOM) is searching for an experienced and dedicated Senior Vice President to direct all Navy Exchange retail store and services operations worldwide in the successful achievement of operating goals, store program oversite, merchandise presentation/selling and customer service. Success in this role requires leadership that is highly analytical and professional and that possesses excellent organizational skills. The chosen candidate will independently develop, evaluate, and implement plans and direct programs to support mission objectives. Must be a dynamic transformational leader and accountable cross-functional partner to enterprise leadership. Basic requirements for entry into this NF-06 (non-appropriated fund) position (SES equivalent) include the following: Applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive-level managerial capability and directly related to the skills and abilities outlined under Technical and Executive Core Qualifications. Typically, experience of this nature will have been gained as a Regional /District Manager or its equivalent overseeing a retail/service operation in a multi-unit environment. A four-year bachelor's degree (preferred) in a relevant field or a combination of college education and experience will be used to determine basic qualification requirements. Private sector experience should include: 1) 15 years of progressively responsible substantive experience which provided a broad knowledge of one or more areas of Retail and/or Services Management (Navy Exchange System or commercial); merchandising and objectives; approval of sources of supply; monitoring and maintenance of sales and net contribution; supervisory responsibility of human resources; or similar work which demonstrated the knowledge and abilities necessary in the management of the services area. 2) A minimum of 5 years as a Regional/District Manager or its equivalent within the NEX or commercial retail sector. Demonstrated ability to envision, coordinate, implement, and analyze a retail business using consumer insights and analyzing trends. 3. Ability and knowledge to establish, maintain, analyze, and execute operating budgets and other controls in a global retail store environment to continually improve costs, cash flow, and investment priorities, including policy matters, and improve the efficiency of existing operations. Demonstrated ability to use financial and statistical reporting to improve store performance and identify risks of loss. 4. Ability to effectively build organizational and staff capacity. Assesses associate capabilities and identifies training needs and opportunities through the development of subordinate staff succession planning and career coaching. 5. Ability to build and develop effective collaborative relationships, provide guidance, and influence change across all levels of the organization, including other senior-level members, through compelling communication styles (written, verbal, and presentations). Must be a U.S. citizen able to obtain a top-secret clearance.
