Job Description

HII Mission Technologies is hiring a C4I Maintenance Manager for the Navy Continuous Training Environment (NCTE). The C4I Operations Support is responsible for administration, maintenance, and tuning of all Navy’s Enterprise Tactical Training Network (NETTN) C4I client/server architecture used to support the development, testing, and delivery of enterprise-wide modeling and simulation applications and services for the NCTE. The candidate will be part of a team that performs system engineering, system integration, hardware and software support, and technical and administrative support services for C4I systems within the Navy's Enterprise Tactical Training Network (NETTN). The candidate provides IT support for engineering, integration, support, and system administration services for Global Command and Control System (GCCS), Joint Automated Deep Operations Coordination System (JADOCS), as well as other C4I systems and applications used within the NCTE. Candidate will provide IT services and support baseline updates, installation services, software support services, and system administration services. Candidate will provide services for any and all phases of system engineering, integration and support to ensure C4I customers meet mission goals and objectives. These efforts include the full range of infrastructure design, implementation and integration, including, but not limited to, concept development, planning, requirements definition and analysis, systems design, integration, testing, implementation, deployment, support and sustainment. Additionally, the position requires flexibility to work occasional non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements

Essential Job Responsibilities

Manages site location workforce to achieve Govt directed tasks and/or schedule. Oversees site Operations and Maintenance personnel, both company and subcontractor. Engages with site program functional representatives to coordinate and deconflict operations and systems and site maintenance. Includes start-up, control and shutdown of equipment for efficient, economical and environmental standards. Oversees the maintenance, repair, construction and operation of all assigned systems and supporting infrastructure. Includes responsibility for work control, planning, infrastructure, and facilities support and plant operations. May manage subcontractors. Assists the headquarters in development of strategy and operational level site facilities planning; yearly production work load planning; yearly resource and budget planning; and other managerially requirements as required.

  • Manages Virtual and Constructive operations in accordance with contract requirements. Directs the work of contractor personnel directly or through supervisors.

  • Establishes and implements technical, administrative, and financial controls for contractor FST operations, maintenance, and support in accordance with contract requirements. Responsible for quality of all contractor FST functions, to include operations, maintenance, logistics support, security, transportation, training, safety, supply, quality assurance, configuration management, and documentation. Complies with contract requirements and acts when necessary to correct deficiencies. Prepares or approves required reports to ensure compliance with all contract requirements. Oversees scheduling of work assignment and workloads in accordance with operational tasking and maintenance requirements. Schedules personnel to ensure adequate coverage of all tasks, staggering schedules as necessary to minimize overtime. Provides recommendations to improve or expand all facets of O&M to include maintenance, operations, logistics support, and increased personnel utilization. Ensures economy of operation by improvement of work methods and procedures.

  • Supervisory Responsibilities: Provides direct supervision to and appraises performance of direct reports. Ensures employees conduct themselves in a proper and professional manner at all times and adhere to applicable Government regulations. Evaluates performance of assigned personnel. Coordinates temporary reassignment of personnel to other sites to provide assistance as required.

  • Customer Responsibilities: May be called upon by the Chamberlain Hall Operations Manager to represents contractor on contract matters relating to daily operations of the range. Meets with the Government as requested. Supports Government-sponsored meetings, briefings, and reviews as required. Ensures coordination and cooperation with other contractors/Government agencies. Coordinates range scheduling with the Government representatives.

  • Reports to the Oceana Dam Neck Operations Manager

Minimum Qualifications

  • 4 years relevant progressive experience with Bachelors in STEM and/or management field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.

  • Seven (7) years of DoD FST and LVC experience

  • Three (3) years of managerial experience with DoD efforts

  • Ability to speak, read, and write English

  • Cyber Security Awareness training

  • Knowledge of Quality Assurance Programs and processes

  • Knowledge of HAZMAT

  • Possess a valid state Driver’s License

Preferred Requirements

  • U.S. Citizen

  • Top Secret clearance required

  • Possess the capability to communicate technical and related planning information, both verbally and in writing. Maintain cognizance of developments in the assigned field of expertise.

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
