Business Intelligence (BI) Administrator

Global Technical Systems (GTS) provides innovative, cost-effective, high-tech engineering products and product-based services encompassing latest generation software and hardware solutions and engineering services for defense, homeland security, and other critical Government interests. GTS products and services span a spectrum that includes: mission-critical combat systems processors; C4ISR; technology development including threat detection, biometric identification systems, and composite applications for munitions, armor and energy storage; avionics test systems; and lifecycle logistics support and repair. Our Headquarters office in Virginia Beach, VA is searching for a highly skilled and knowledgeable Business Intelligence (BI) Administrator.

General Description: As a Business Intelligence (BI) Administrator at GTS, specializing in Cognos Reports within Cognos Analytics using Deltek Costpoint Enterprise Reporting (CER) and Data modules, you will play a pivotal role in enhancing our BI capabilities. You will leverage your expertise to develop insightful reports and dashboards that enable data-driven decision-making across the organization. This position entails ongoing maintenance and enhancement of our core financial accounting platform with a strong command of IT skills, practical expertise, and a thorough understanding of Costpoints architecture.

Principal Duties and Responsibilities: Costpoint System Administration (70%)

  • Responsible for the day-to-day system administration and support of the Deltek Costpoint, Deltek Time and Expense, and Cognos Reporting systems, including troubleshooting issues and supporting end users.
  • Responsible for championing and supporting Costpoint, Deltek Time and Expense (TandE), supporting systems/tools, integrations, and driving innovation across the company.
  • Participate in understanding and translating business requests and suggesting industry-standard solutions via process, training, and development where appropriate.
  • Work closely with Finance and IT teams to ensure the successful support of Deltek applications.
  • Manage user setup, security, and other configurations of Deltek and Cognos systems/applications.
  • Strong knowledge of Costpoint and Time and Expense database tables.
  • Technical lead for Costpoint upgrades and issue resolution. Submit Deltek support tickets and collaborate with Deltek representatives to identify and implement appropriate bug fixes, patches, and software updates.
  • Manage interfaces and automated data jobs to ensure efficiency and lead efforts to migrate interfaces to current technologies.
  • Advocate change control and issue resolution processes, formal release schedules, and release management.
  • Support internal control efforts in conjunction with the Company compliance program.
  • Perform other duties as assigned

Cognos BI Developer (30%)

  • Cognos Reports Development: Design, develop, and maintain reports and dashboards using Cognos Analytics, specifically leveraging Deltek CER and Data modules.
  • BI Platform Management: Administer and optimize the Cognos Analytics environment to ensure performance, availability, and scalability.
  • Data Integration and Modeling: Design and implement data models to support reporting requirements, ensuring data accuracy and consistency.
  • Edit, update, and troubleshoot existing reports.
  • Create and maintain user accounts and access.
  • Maintain and enhance security of Cognos Reports Server and reports
  • Work with consultants as needed to create complicated new reports

Work Experience Requirements:

  • Education: Bachelors degree in Computer Science, Management Information Systems, Accounting, or equivalent combination of education and work experience. Costpoint user certifications are a plus.
  • Experience: Minimum ten (10) years of experience in business management software and applica ions with progressive technical support experience, including system upgrades, planning, design, audits, troubleshooting, and resolving technical issues.
  • Minimum of five (5) years of functional experience administering Deltek Costpoint Core modules, including Deltek Time and Expense.
  • Minimum of three (3) years of BI Report writing experience with Deltek Cognos Reports; expert at writing new and editing existing reports using Cognos Analytics 10 or 11 with the Deltek CER framework.
  • Familiarity with tracing a transaction and process through an entire lifecycle and assessing the impact on all affected systems.
  • Basic understanding of Structured Query Language (SQL) coding for report datasets, including comfort with using AI tools to assist with writing such SQL code.
  • Strong verbal and written communication skills, including communicating technical results/scenarios clearly and concisely.
  • Ability to multitask, stay calm under pressure, take initiative, meet deadlines, and acquire and apply technical skills as necessary.
  • Enjoy working as part of a team, and willing to cross train and share knowledge and experiences to enhance the overall quality of the services delivered.
  • Oracle and SQL, optional experience in Microsoft Access.

Education Requirements:BS or BA Degree

Working Conditions: This work is typically performed in an office environment, with some local travel to vendors required.   • Strong technical knowledge of Costpoint and Cognos Reporting systems.
  • Expert knowledge of business intelligence and reporting tool requirements (i.e., Cognos, etc.).
  • Knowledge of standard software development lifecycle (SDLC) with SDLC processes for all modifications and enhancements.
  • Expert understanding of the underlying Costpoint and Deltek databases and concepts.
  • Excellent problem-identification and analysis skills and strong problem-solving capabilities, particularly in bridging IT and accounting.
  • Ability to communicate complex technical results/scenarios clearly and concisely.
  • Exceptional project management skills with the ability to effectively collaborate with all organizational levels.
  • Experience working with SQL, data extraction, transformation, and loading is a plus.
  • Technical experience working with Deltek Costpoint and Time applications data structures and functionality.
  • Strong project management skills with the ability to effectively collaborate with different functional roles.
  • Must have the ability to obtain and maintain security clearance.
  • On-call availability outside of regular working hours.
