WHAT WE OFFER

The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately $92,473.78 - $129,463.29 annually an employee within this position will also be eligible for the following:

  • A general salary increase of 3.5% effective December 22, 2024.

  • Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.

  • Annual Leave - The candidate selected for this position will earn 208 hours per year, increasing to 288.08 hours after 5 years of service.

  • Annual Leave Redemption - The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).

  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.

  • Health Insurance - Medical, dental, and vision plans for you and your dependents. A maximum flexible credit allowance of up to $23,530 annually.

  • Flexible Spending Accounts - Increase your spending power by reimbursement with pre-taxed dollars for IRS- approved dependent care and health care expenses.

  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

  • Pension Plan - Both you and the County contribute to the County’s Retirement Plan. If you are eligible, you may establish reciprocity with other public retirement systems, such as PERS.

Under general direction, plans, leads, schedules, assigns and monitors the work of assigned professional and technical staff; assumes ongoing project management responsibilities with respect to (i) conducting fiscal studies to evaluate existing fiscal controls, accounting standards, accounting systems, financing requirements and/or legislative impact for the County or an agency; (ii) County-wide oversight/coordination of multi-agency fiscal programs/systems; and directing the implementation of new accounting/financial systems or programs that cross over multiple agencies.

DISTINGUISHING CHARACTERISTICS:

Each successive level in the Finance Analyst series is distinguished by scope of independence and responsibility. The level of the position within the series is commensurate with the complexity of the assigned tasks.

Senior Finance Analyst - This is the advanced journey level in the Finance Analyst series; positions at this level perform the most complex duties and responsibilities assigned to the series, exercising a significant level of independent judgment in the performance of their duties; work assigned to this advanced level requires a specialized technical or functional expertise beyond the journey level, such as serving in a project management capacity in assigned program area on an ongoing basis; positions may also be assigned functional, technical and lead supervisory duties over lower level staff when such assignments are a formal organizational responsibility supervising at least three subordinate staff members.

Examples Of Duties

  • Researches, collects and analyzes revenue expectations and expenditure plans to determine short-term and long-term borrowing requirements; prepares cash flow projections, variance analyses, cost benefit analyses, present value analyses, debt-ratio analyses, and financial data analyses affecting the County's borrowing program.

  • Compiles and interprets data on investment prices, yield, stability, and future trends using daily stock and bond reports, financial periodicals, securities manuals, personal interviews and other sources of information; develops charts, graphs and reports summarizing data on current and short-term market, trends in investment risks and economic influences affecting investments.

  • Plans, leads, schedules, assigns and monitors the work of assigned professional and technical staff in assigned fiscal program area.

  • Prepares Public Financing Authority financial statements using specialized software which includes the preparation of accruals, adjusting journal entries, variance analyses; creation of trial balances, balance sheets, income statements and cash flows statements; prepares the Management's Discussion and Analysis and Supplementary Information section; coordinates the audit of these financial statements.

  • Presents recommendations on short-term borrowing and municipal borrowing techniques and strategies; confers with and provides information to County departments and special district personnel about short-term markets and municipal borrowing procedures.

  • Maintains the Cash Projection System software; maintenance includes monthly conversion of accounting information from the accrual to the cash basis and input of such information in the Cash Projection System.

  • Prepares note disclosures for the County Comprehensive Annual Financial Report (CAFR) including leases, long-term liabilities, Tax and Revenue Anticipation Notes payable and subsequent events related to financing activities.

  • Journalizes debt accounting transactions, including monthly debt activity and yearly recovery of principal and interest from County departments that benefit from debt-financed projects.

  • Provides support for County debt issuances; provides information for public disclosure and to credit rating agencies, and reviews documents.

  • Establishes and maintains liaison with rating agencies, bond counsel, and investment institutions to facilitate resolution of policy and legal issues pertinent to the development of the borrowing programs.

  • Performs other related duties as required.

Typical Qualifications

Education/Experience:

Considerable education and experience which has led to the acquisition of the required knowledge, skills and abilities. An example of qualifying education and experience would be:

  • Bachelor's degree with: 1) at least eighteen (18) semester units of accounting coursework including upper-division Managerial Accounting; and 2) six (6) units of upper-division coursework in the business administration field, AND six (6) years of progressively responsible professional experience as an accountant, auditor, or analyst, one (1) year of which must be at the Project Leader level overseeing the design and implementation of financial accounting systems, accounting program analysis, cost accounting models, debt service programs, or automated information systems;

OR

  • Two (2) years as a Finance Analyst II for the County of Ventura.

Verification of the required college degree and 18 semester units of accounting coursework including upper division Managerial Accounting and six (6) units of upper-division coursework in business administration is required. Transcripts or grade reports from an institute of higher learning recognized by the Council for Higher Education Accreditation which include your name, grades, units per class, and that the courses were completed is to be submitted to County Human Resources within three (3) business days of the closing date of this recruitment. NECESSARY SPECIAL REQUIREMENTS:

Skill in: applying financial principles and regulations to assigned fiscal program area; reconciling financial statements; developing clear and concise fiscal reports, statements and related documents; use of computers and related technology including software applications specific to work performed.

Ability to: perform complex analytical and critical examination of fiscal operations and activities; plan, organize and direct the work of professional and technical staff; exercise sound judgment; understand interrelationships among financial records and documents; analyze financial/accounting data and draw logical conclusions; analyze and evaluate administrative and abstract accounting concepts and procedures; understand, interpret and apply professional and procedural requirements; interpret and apply professional principles and standards; evaluate and reconcile financial data from multiple financial accounting systems; communicate effectively, both orally and in writing; conduct statistical analysis of financial data, interpret data on investment prices, yield, stability, and future trends; work with rating agencies and bond counsel to resolve policy and legal issues; maintain good communication with the financial institutions; and establish and maintain effective working relationships with those contacted in the course of work.

TRAINING & EXPERIENCE EVALUATION

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary and Fixed-term), Intermittent and Extra Help vacancies for this and similar positions only.
